The Urban Network (アーバンネットワーク, Āban Nettowāku) is the official nickname given to passenger rail services run by the West Japan Railway Company (JR West) in the Osaka-Kobe-Kyoto metropolitan area.
Overview[edit]
In 1987, Japanese National Railways was divided and privatized into the Japan Railways Group, and the newly-formed West Japan Railway Company (JR West) took over operations in the Kansai, Chūgoku, and Hokuriku regions. But compared to the East Japan Railway Company (JR East), with its extensive commuter rail network in the Kantō region, and the Central Japan Railway Company (JR Central), which operates the Tōkaidō Shinkansen, JR West was unable to compete in revenues. Due to this weakness, JR West implemented a policy designed to shore up its operational base, focusing its financial resources on the San'yō Shinkansen and on lines around greater Osaka. Among the improvements to lines around Osaka were such enhancements as the introduction of newer trains, reduction in travel times through speed increases, and through services. These new features allowed the company to win over some of the ridership of neighboring lines run by the Kansai region's major private railways.
As part of these enhancements, to help customers familiarize themselves with the changes, the company began using the "Urban Network" moniker with the timetable revision of 13 March 1988. The "Urban Network" name also began appearing on line maps in official company newsletters and guides, so as to effectively become a byword for JNR's earlier designation of the "Osaka metropolitan area".[1]
With the start of the "Urban Network", JR West also began to introduce nicknames for lines within the area (see below); later, in March 1990, the company also introduced colors for the lines. Both line nicknames and colors subsequently saw use in line maps and station guides.
Line colors are used on station placards and fare charts within the Urban Network, as well as on the service guides inside 207-, 223-, and 321-series trains.
Beginning with the autumn 2006 timetable change, and more extensively with the spring 2008 timetable revision and opening of the Osaka Higashi Line, many route maps in stations and on trains within the Urban Network have ceased to display the words "Urban Network" on their maps, using "Line Map" (路線図, Rosenzu) instead. Nevertheless, the "Urban Network" appellation remains in current use on a substantial amount of company literature, such as pamphlets and posters, so it is unlikely that the term is officially moribund.
Lines and designated colors[edit]
- Lines marked with an asterisk (*) are nicknames. Of these, the JR Kyoto Line, JR Kobe Line, and JR Takarazuka Line are so called because Hankyu Railway already has a Kyoto Line, a Kobe Line, and a Takarazuka Line; "JR" is thus appended at the beginning of these three nicknames to avoid any confusion the similar names might cause.
- Lines marked with the reference mark (※) are displayed as grey on fare charts, but station name placards along these routes are painted in JR West's official corporate color: blue. The Sakurajima Line was displayed in the same fashion prior to being designated with the "Yumesaki Line" nickname in 2001.
- Line information at Kyoto Station refers to the Nara Line as the "JR Nara Line" in order to differentiate it from Kintetsu Corporation's Nara Line, as some Kintetsu trains from Kyoto Station go direct to this line.
In addition, only stations administered by JR West's branch offices in Kyoto, Osaka, Kobe, Wakayama, and Fukuchiyama, along with Tsuruga Station, use the Urban Network's line colors in their fare charts; stations administered by other JR West branch offices do not.
- Except for the jurisdictions of the Kyoto, Osaka, and Kobe branch offices, Urban Network line colors are not used, and the primary lines in the area are indicated in blue instead.
- The Okayama branch office, together with the Hiroshima branch office, uses a separate line color: stations administered by the Okayama Branch indicate both the JR Kobe Line and the San'yō Main Line westward from Himeji in green. (On old station fare charts, line nicknames were not even given, but since the introduction of ICOCA service to the Chūgoku region, these now show the green line color, along with the legend, "■JR Kobe Line (Tōkaidō Line • San'yō Line)".) Nevertheless, train maps on pamphlets for the Osaka-Kobe-Kyoto metropolitan area are often seen showing Urban Network line colors.
- In the Japanese media, only the Asahi Shimbun and the Kobe Shimbun use the nicknames of these lines. When the March 2005 Amagasaki rail crash occurred, the majority of the media referred to the site of the derailment as the "Fukuchiyama Line", while the aforementioned two companies used "JR Takarazuka Line" instead. In contrast, almost all the media in the Kantō region refer to JR lines by their nicknames: "Keihin-Tōhoku Line", "Saikyō Line", "Utsunomiya Line", and "Shōnan-Shinjuku Line" are all common in print.
In order to more readily prevent passengers from accidentally boarding the wrong train, the rollsigns of 113-series carriages employ the following color distinctions:

Rolling stock[edit]
221-series trainsets, introduced at the Urban Network's inception, were well received by passengers, with their large windows, bright interior, comfortable seating (bi-directional transverse seats) and other features. Along with their successor model, the 223-series, they have become a hallmark of the Urban Network. Additionally, the 4-door, commuter-oriented 207-series was introduced onto the Gakkentoshi Line (Katamachi Line) in anticipation of the JR Tōzai Line's completion, and subsequently expanded its niche to include the JR Takarazuka Line (Fukuchiyama Line) and Local service on the Biwako Line, JR Kyoto Line, and JR Kobe Line. Its successor model, the 321 series, has also been introduced into Local service. Production of rolling stock for the Urban Network is handled mostly through Kawasaki Heavy Industries and Kinki Sharyō. Previously, Hitachi Manufacturing had also played a part in production, but its role has been reduced in recent years.
On the other hand, trainsets from the JNR era are still comparatively common on lines that operated under the jurisdiction of the old JNR Tennoji Railway Administration Office: the 103-series on the Yamatoji Line, Hanwa Line, Osaka Loop Line and Nara Line[2]; the 105-series on the Sakurai Line and Wakayama Line; and the 113-series, in Kyoto and Shiga (Sagano Line, Kusatsu Line, and Kosei Line) which had seen almost exclusive use there until relatively recently, and also remains in service on parts of the Hanwa Line and Fukuchiyama Line. Refurbished trainsets are included in these, but they are aging regardless. Because of this, it cannot be denied that the Urban Network lags behind in modernizing its fleet when compared to the Tokyo and Nagoya metropolitan areas, where newer models are introduced at a faster pace.
Competition with rival operators[edit]
In the Urban Network area, there are numerous competing lines from other operators. In order to be competitive, JR West has used the following measures:

Through services[edit]
JRになって、ネットワークを利用した直通運転の拡大も進んだ。
1988年にならシルクロード博覧会をきっかけにした梅田貨物線の旅客使用を開始した。さらに、翌1989年7月の関西本線~阪和線の連絡線の開通に伴って紀勢線特急「くろしお」や一部阪和線快速の新大阪乗り入れを生み、1994年6月の関西空港線の開業では貨物線を利用した京都~関西空港間の特急「はるか」が運転を開始した。そして、1991年9月には北陸本線の田村~長浜間が直流化され、新快速が長浜へと乗り入れ、その後新快速のネットワークが播州赤穂、さらには敦賀へと拡大している。 既存線の直通運転に加え、2008年3月にはおおさか東線が区間開業し、大和路線からJR東西線への直通列車も登場した。このおおさか東線はさらに北部区間も開業予定で、これらを含めた利便性の向上とネットワークの拡大は今後も続く予定である。
一方、競争を意識した余裕の少ないダイヤは、わずかの事象で大きなダイヤの乱れにつながることとなった。また、直通運転の拡大はダイヤの乱れの影響を広範囲に広めることとなった。その状況下で2002年11月6日に塚本~尼崎間で消防隊員の死傷事故が起き、安全の確認より列車運行優先の姿勢に批判が出た。さらに2005年4月25日の福知山線脱線事故では余裕のないダイヤが乗務員に過度のプレッシャーをかけているのではないかと批判を大きく浴びることになった。そのため、その後のダイヤ改正で列車の所要時間が増大することになった。特に翌2006年3月18日のダイヤ改正では新快速の所要時間が運転開始以来初めて延びることとなった。 さらには天王寺駅での阪和連絡線複線化(2008年3月完成)などダイヤの安定性を高める施策や、保安装置の拡充などが今後も引き続いて進められることになっている。
旅客案内[edit]
列車指令所による列車制御の一元化に合わせて、旅客案内の拡充なども進めている。
アーバンネットワーク内の各路線の行先案内は、1997年3月8日のダイヤ改正以降、駅の発車標・列車の行先表示や放送などで「湖西線経由敦賀」「米原方面敦賀」「宝塚方面新三田」「姫路方面網干」「東西線経由松井山手」など「◯◯方面△△」という他事業者にはあまり見られない案内や、敦賀行きや近江塩津行き等、経由が複数ある場合は「XX線経由◇◇」という表現によりどの方向に行くのか分かりやすくしている(東西線関連以外の本格実施は1999年5月10日以降)。なお最も長い行き先案内としては「ユニバーサルシティ方面桜島」「米原経由姫路方面播州赤穂」などがある。
近畿地方は、京阪神を始め主要都市が分散し、かつJR西日本各線はそれらの都市の中心駅が始発・終着でない場合が多いためである。特に方面に使われる駅名(地名)は姫路や宝塚など知名度が高いので効果がある。中でも、東海旅客鉄道(JR東海)との共同使用となっている米原駅では、同社の東海道本線(米原以東)で運転される列車のうち名古屋駅を跨いで運転される列車に対しても「名古屋方面◯◯」と案内している。
また、各駅から京都・大阪・神戸などの主要駅への先着列車の表示や放送を行っている。
LED発車標[edit]
LED発車標は、ほとんどの駅[3]に設置している。関東地方で使われているものとは寸法が一回り大きく、文字も大きいため比較的見やすい。なお一部の駅では、小さい発車標が設置されている。
発車標には一部の駅と特急・急行列車とライナーを除き、乗車位置が表示される[4]。ホームには目安となる印(△、↑、◯、◇など)と数字がセットで書かれている。扉数や編成数などで乗車位置が変わるので、乗客はこれに表示された位置に並ぶ方式となっている。列車が接近すると、到着・通過を知らせる接近表示が点滅するものもある。なお、運行管理システム導入線区の発車標や、大和路線・学研都市線の一部の駅では、列車に遅延が発生した際に「遅れ約◯分」と表示される。これは列車固有の遅れを表示しているが、旅客にとっては次の電車がいつ来るかが関心事であるため、最近は「到着まで約◯分」という表示も見られるようになった。
阪和線・東海道本線・山陽本線(JR神戸線・JR京都線・琵琶湖線)・赤穂線(相生~播州赤穂間)・おおさか東線では運行管理システムを導入しており、同システムと連動した表示となっている。
また一部の駅では列車の在線表示も表示し、列車の走行位置を発車標に表示している。
PDP[edit]
2003年から改札口・コンコース付近にPDP(ほとんどがPanasonic製)を設置し、現在はJR神戸線・JR京都線・JR宝塚線・大阪環状線・大和路線の主要40駅で設置して自社の宣伝や運行情報などを表示している。40駅のうち、草津駅・高槻駅・天王寺駅・尼崎駅・芦屋駅・三ノ宮駅ではディスプレイを大型化し、異常時の際に新大阪総合指令が運転見合わせ区間や振替輸送区間などの情報を一括入力する「異常時情報提供システム」を2008年4月1日より試験的に導入し、路線図形式による案内を行っている。このシステムは順次設置駅を拡大していく。
なお、神戸支社管内の一部駅のコンコースでは、LEDに代わってPDPによる発車案内を行っている。
車内表示[edit]
221系・207系・223系にLEDの旅客案内装置を、321系に液晶モニタの案内装置をそれぞれ設置しており、自社宣伝・号車表示・停車駅・次駅案内などを行っている。また、321系ではモニタで広告も表示している。今後、321系では、車内の液晶モニタを活用し、「異常時情報提供システム」により運行情報を提供することも検討している。
- 207系には号車表示の機能はない。
- 一部の車両では、自社宣伝を行っていない。
- 車内案内では通常、行先・次駅接近案内を行っているが、ダイヤ乱れによる運用変更や表示不具合などにより次駅案内をせず、種別・行先のみを表示することがある。なお、321系の場合は路線図のみが表示される。
Jスルーカード・ICOCAの導入[edit]
アーバンネットワークエリアの各駅では駅の利便性向上にも重点が置かれており、1997年から自動改札機の本格導入を始め、磁気券の自動改札化を行った。1999年にストアードフェアシステム化してJスルーカードを導入、2003年からICカード「ICOCA」の導入している。さらに2006年から「PiTaPa」との相互利用を開始するなど他社ICカードとの相互利用も行い、利便性向上を進めている。
女性専用車の導入[edit]
車内での迷惑(主に痴漢)行為を防止するために、2002年から関西で初めて女性専用車を導入している。指定の車両には緑色のステッカーとドア窓に小型の鏡ステッカー(外から見ると青)が貼付されている。女性専用車の設定は平日ダイヤの始発~9:00と17:00~21:00で、いずれも4扉の列車である。女性専用車に乗車できるのは、女性・小学6年生以下の男性・身体の不自由な人と介護者のどちらかが女性の場合に同伴する男性。ダイヤが乱れた時は女性専用車の設定を設定しない場合がある。

- 大阪環状線~大和路線の直通区間快速(8両編成)は、新今宮で女性専用車が設定・解除される。
- 女性専用車の設定条件が揃っていても、区間が短いため女性専用車の設定がない列車がある。
安全対策[edit]
ホーム柵の設置[edit]
旅客の転落防止のため一部の駅において、可動式またはホーム柵の設置されている。
東海道本線・山陽本線(JR京都線・JR神戸線)・阪和線の一部の駅には可動式ホーム柵が設置されている。停車列車がなく通過列車のみ走行する線路側ホームに設置しているため、通常使用時では開口部はないが、異常時などでの臨時停車の際には、駅係員の操作により手動でホーム柵を開閉できる。
また、JR東西線北新地駅2番のりば、片町線(学研都市線)京橋駅2番のりば・東寝屋川駅1番のりばにはホームの一部に、おおさか東線JR河内永和駅・JR長瀬駅では、ホームすべてに固定式のホーム柵が設置されている。固定式のため常に開口部があり、停車した際にドアがある部分のみ柵がない。固定式ホーム柵は、4ドア車・3ドア車などが混在するため、本格導入するまでに至っていない。

New stations[edit]
利便性の向上および他交通機関からの利用者の転移による利用者の拡大を見込んで、アーバンネットワークでは新駅の設置を進めている。以下、最近5年間のアーバンネットワークでの新駅開業状況を記す。

Opening the JR Tozai Line[edit]
片町線(学研都市線)京橋駅から福知山線(JR宝塚線)尼崎駅までの12.5kmを結ぶJR東西線が1997年3月8日に開通し、関西文化学術研究都市のある京阪奈丘陵と三ノ宮・神戸方面や神戸三田国際公園都市がある北摂・北神地域を同線を介して直通運転が開始された。
Renovation Osaka Station & Kyoto Station, and redevelopment of surroundings[edit]
大阪駅北側に位置する梅田貨物駅周辺は「都心に残された最後の一等地」として大規模な再開発が進んでおり、これに合わせて大阪駅の改良工事が進められている。工事は、橋上駅舎と駅舎を覆うドームの新設、コンコースとホームの改良などによるバリアフリー施設の整備、新北ビルの建設、アクティ大阪の増床などで、2011年春にグランドオープンする予定である(→大阪2011年問題も参照)。
京都駅でも駅ビルの完成に合わせて1997年までに大規模な改良工事を行い、山陰本線(嵯峨野線)・関空特急「はるか」、奈良線のホームの増設、近鉄京都駅の改札分離、駅舎橋上化に伴う自由通路の新設などを行った。現在でも更なる改良工事が行われ、最近では駅西側にビックカメラ京都店を開業させている。また2008年2月には自由通路の西側に「スバコ・ジェイアール京都伊勢丹」が開業し、大規模な駅ナカが完成した。
その他の駅でも、構内の各種店舗開発など駅自体の集客能力の向上を進めている。
輸送改善[edit]
桜島線(JRゆめ咲線)[edit]
USJを核とした土地区画整備事業により安治川口~桜島間の線路移設工事を2001年3月に完了し、同時にユニバーサルシティ駅を開業させるとともに、公募により「JRゆめ咲線」の愛称が付けられた。また、一部を除き線内折り返しのみの運転から大阪環状線への直通運転を大幅に増発するなどUSJアクセスとしての輸送改善を行った。
奈良線[edit]
並走する近鉄京都線を意識しての大規模な輸送改善が行われた。京都駅~JR藤森駅間と宇治駅~新田駅の複線化や駅改良・分岐器改良・信号設備の改良などで速達化やラッシュ時の増発や快速設定ができるようになり、2001年3月に工事を完了させた。また、宇治駅~新田駅間にJR小倉駅を開業した。これらの一連の輸送改善の資金は京都府の負担のウェイトが高い。
片町線(学研都市線)[edit]
関西文化学術研究都市へのアクセス改善として高速化と各種改良工事が行われた。松井山手~京田辺間の高速化、大住・京田辺両駅の構内改良、JR三山木駅付近の線路移設および高架化が行われた。これにより列車の増発が可能になり、京橋方面から京田辺まで7両編成で運転できるようになった。さらに2010年3月までに京田辺~木津間の輸送改善工事が行われ、全線で7両対応化させる予定である。
山陰本線(嵯峨野線)[edit]
嵯峨野線はこれまでにも、1996年に二条~花園間の高架化、2000年に二条~花園間を複線化するなど、線路移設や部分的な複線化によって輸送改善を行ってきたが、さらなる輸送力の増強および慢性的な遅延を解消するため、京都~園部間の全線複線化および嵯峨嵐山・亀岡両駅の駅改良工事を進めている。また、周辺道路の混雑解消と安全確保のために、花園~嵯峨嵐山間の高架化工事も同時に行われている。2010年春に、すべての工事が終了する予定。
なお、設備改良のみならず老朽化した113系、115系、183系の置き換えも検討中である。
おおさか東線整備事業[edit]
おおさか東線は、城東貨物線を利用して東海道本線(JR京都線)新大阪駅から関西本線(大和路線)久宝寺駅までの約20.3kmを整備して旅客列車を走らせる事業で大阪外環状鉄道により工事が行われていたが、2008年3月15日に関西本線(大和路線)久宝寺駅~片町線(学研都市線)放出駅間(9.2km)が部分開業し、途中に5駅が設置された。これにより、関西本線(大和路線)からおおさか東線・JR東西線経由で尼崎までの直通快速が運転されることになった。引き続き、新大阪~放出間の建設工事が進められており、同区間は2012年春の開業を予定している。
天王寺駅阪和連絡線複線化[edit]
天王寺駅構内の関西本線~阪和線の連絡線は1988年7月に完成以来、単線運転を行っていたが、関西本線(大和路線)との平面交差の解消と大阪環状線~阪和線の直通列車の増発を目的に複線化工事が行われていたが、2008年3月15日のダイヤ改正より供用を開始し、連絡線の複線化により大阪環状線から阪和線への直通列車は、16番のりばから15番のりばへと変更し、列車が増発された。また、この工事に関連して新今宮駅での一部配線変更も行われ、一部の関空・紀州路快速が新今宮駅4番のりば着発となっている。
Grade separation and pedestrian routes[edit]
In order to eliminate at-grade road crossings, and to alleviate the community-dividing barriers its lines have sometimes created, JR West has made efforts towards grade separation, in conjunction with pass-throughs for non-ticketholders, along its routes. At present, grade separation work is progressing at Nara Station, Himeji Station, and from Hanazono Station to Saga-Arashiyama Station; pedestrian route remediation is underway at Izumi-Fuchū Station and Higashi-Kishiwada Station. The following grade separation works have already seen completion:

列車運行情報[edit]
2008年2月からJR東日本との提携で相互で運行情報(遅延など)を共有することを開始した。JR東日本管内でも行われている「運行情報メールサービス」も利用可能になった。なおJR西日本のサイト「おでかけネット」ではさらに詳細にまた振り替え輸送情報まで掲載されている。
