Following the 1998 financial crisis, economics professor Anthony Yip (Francis Ng) and his protege Wai Hong (Joseph Chang) form the underground group CASH to fight against predators and power players in the financial market. However, an incident causes CASH to fall apart. Members Nick (Patrick Tam) and Pamela (Maggie Cheung) get shot, Wai Hong is forced to flee to Myanmar, and Anthony alone climbs the ladder of wealth and power. Two decades later, Anthony, now the Secretary of the Ministry of Economic Development, colludes with three financial giants to manipulate the markets for personal gain. To create an even bigger crisis and windfall, he recruits Wai Hong into the conspiracy. Wai Hong's deft maneuvers in the stock market attract the notice of investigator Claudia Fong (Yu Nan) as everyone steps into a trap laid by Anthony.
