應邀參與大陸9月3日抗戰勝利閱兵的國家、派出的層級，顯示反映地緣政治與中國對外關係，北京專家指出，從名單可知，中國與南韓關係已優先於與北韓關係；南韓總統朴槿惠到訪，也證明韓美同盟非鐵板一塊。美、英、法等西方大國低調應對此次閱兵，也說明大國集團間仍存在互不信任。
截至昨日，有49個國家應邀派員出席閱兵，其中外國領導人有30位，包括朴槿惠、俄羅斯總統普丁、北韓勞動黨中央政治局委員崔龍海、埃及總統塞西等。
北韓（朝鮮）僅派出勞動黨政治局委員崔龍海出席。北京大學國際關係學院教授梁雲祥指出，「實際上，中韓關係已經比中朝關係還要好，特別是金正恩上台後，中朝已經拉開距離。」至於金正恩，梁雲祥稱，「其實他來不來是無關緊要的。但是，韓國畢竟不同，韓國是西方盟國的一員」。
對於此次閱兵，美、加、德、歐盟等將由駐中國使節作為政府代表出席。
美國則決定派駐中國大使包可士出席。梁雲祥指出，英、法等歐洲大國不捧場，這是中俄走得太近的結果，「西方社會都在抵制普丁，中國卻跟俄國走那麼近，所以他們很不樂意。」至於日本，則完全不會有現任官員出席閱兵。
