国务院机构分为办公厅、组成部门、直属特设机构、直属机构、办事机构、直属事业单位、部委管理的国家局、议事协调机构 。这其中，国务院办公厅，协助国务院领导处理国务院日常工作。
国务院组成部门，依法分别履行国务院基本的行政管理职能。国务院组成部门包括各部、各委员会、中国人民银行和审计署。
国务院组成部门的名称分别叫“部、委、行、署”，除中国人民银行外，开头都冠“中华人民共和国”。这里的“中华人民共和国”既是国别概念，也是区域概念。

只有国务院组成部门中的机构才能称之为部（ministry），属于正部级，是在特定的某一方面履行行政管理职能，比如教育部。
本次国务院机构调整之后，有6个部是重新组建或者新增的，分别为：

国务院直属机构，主管国务院的某项专门业务，具有独立的行政管理职能。在国务院的直属机构中，局（administration）这个称呼经常出现：除海关总署和国务院参事室外，国务院其它直属机构的名称均为“国家XX（总）局”。
根据《国务院行政机构设置和编制管理条例》，国务院直属机构主管国务院的某项专门业务，相对于国务院组成部门而言，具有独立的行政管理职能。国务院所属机构的调整和设置，不是由人大，而是将由新组成的国务院审查批准。
但是，直属机构中的总局、总署具有和组成部门的部委一样的正部级级别，而局次之，属于副部级机构。
