A mysterious bomber seizes a crowded elevator, attempting to extort a massive ransom, but is thwarted by Los Angeles police officer Jack. Unwilling to accept defeat, the bomber decides to strike again, this time placing a bomb on a bus. Once activated, it will detonate if the speed drops below 50 miles per hour. Jack, informed of the threat, quickly boards the bus, only to discover that the only person who can assist him is a young woman who has just had her driver's license suspended.
