Upgrade to Outlook from Windows Mail

I have many years of emails sitting in Windows Mail on a Vista PC.  I have just purchased a Windows 8.1 PC and Office 365.  How do I transfer the emails across?  

I can export the emails from Windows Mail into .eml files, but this isn't a format accepted by Outlook.
