The Soviet Union used its veto in the Security Council on Monday night (13 December) for the third time in nine days to block a U.S. resolution calling for an immediate ceasefire and troop pull-back in the India-Pakistan conflict.

This film shows the vote being taken and announced, and Soviet and Indian delegates speaking out against the resolution. U.S.

Ambassador George Bush is also seen proposing a change in wording of the U.S. resolution, in affect watering it down. Soviet Ambassador Jakov Malik strongly attacked both the United States and the People's Republic of China for worsening the conflict.

Indian Foreign Minister Mr. Swaran Singh called the U.S. resolution ???ene-sided and partisan'.
