Delegates who assembled in Philadelphia in May 1787 had do establish a national government strong enough to prevent the young nation from dissolving, but not so powerful that it would crush individual liberty. This meeting became the constitutional convention. Took place after they realized that the articles of confederation needed to be completely re-written.
