I don’t want to buy the blu-rays because I don’t have money (I know they’re not that expensive but still), and they’re not on Netflix, or Hulu. What’s the best way to watch the movies (preferably not semi-illegally (KissCartoon))?

You could try Mr Piracy. It has all the movies and all of Defenders of Berk. For RTTE you could try Cartoonson.

And for httyd 2, I would recommend netflix. Dreamworks stepped up their performance on this one (not that it needed to be boosted to 2800 graphics) and I think you should enjoy all the details they put in. However, if you just want it free, some people have decided to put it on daily motion..

If you are actually emotionally attached to the characters like you should be, then
go to the theaters. Its worth it.

First movie is on Netflix in Canada. Easy enough to change location on a pc. Never tried on mobile though.
Also has all of rtte and I think all of the shorts but 1 is part of a special and buried a bit.
An Android app called Watch now has all 3 movies in HD. For free. And it's not a scam!
Just pirate them now and then buy the blurays later when you have the money. If you really want to support the movies now, you could always write a letter to Dreamworks or something else that is free to do.
