A great game title, but does it imply that the bulk of the action will be SURFACE action, i.e., ships?
Since there will be subs ('in' the sea) and aircraft (above the sea), perhaps a more inclusive game title would be simply "War AT Sea" ? Maybe that title is already taken?
I'm not trying to be picky or pedantic or literal, but I was just wondering about this.

So we opted for War on the Sea to depict both the surface action aspect you mention as well as submarines and aircraft attacking ships on the sea.
It is an above view of the ship hull and deck (and the various compartments/systems within).
You can assign multiple damage control parties to various compartments.
You can counter flood just like in GNB to right a listing ship.
Flooding and fires can spread to neighbouring compartments.
Increased sea state makes flooding harder to control and increased sea state (wind) plus ship speed will fan fires making them harder to extinguish.
