Toro 721 Wheel Freeze Up and Skids

Ok folks, I have a 4 year old Toro 721 QZE 4 stroke that I really like except for one problem. Every time I use it the right wheel tread gets loaded with snow and stops turning and just skids. If tread area partially hard packed with snow it causes the machine to bounce when the right tire rolls. The wheels are plastic from what I see and looks like Toro cheapened out to save a few $$. Been thinking of replacing them with tires that have actual rubber treads like my old Toro 2 cycle had. Is it worth the aggravation? I tried silicone spray, WDS40 and Fluid Film without success. How the heck do I remove the one time use push not from the axle? Harbor Freight has 7 inch wheels with rubber hoping they do the trick! Suggestions/ advice? Thanks

Mine gets hard packed snow on the tread area. I'm thinking the cold temps chill the plastic tread down and the snow sticks and loads up to the point the wheel does not turn or part of the hard pack comes off one area and causes the machine to bounce. The axle part is lubed with Fluid Film and that area never has a problem.
