His trademark small eyes are the result of BPES syndrome, a genetic condition, causing a narrowing of the eye opening, droopy eyelids, an upward fold of the skin of the lower eyelid near the inner corner of the eye, and an increased distance between the inner corners of the eyes. This causes the eyelids to be unable to open fully, and limits vision.
