Still wrong. In the text you quoted, the admission of guilt is a possible means of qualifying the necessity and prudence of granting a pardon. It does not mean that the pardon is an admission of guilt. For example, one does not have to even have been convicted of a crime in order to receive a pardon. It's just not the most common, or ethical, thing to do. Historically, most people who have received pardons have admitted to guilt. But this is Trump were talking about.
