Joachim von Ribbentrop, Foreign Minister of Germany, Joseph Stalin and Vyacheslav Molotov, the Soviet Foreign Minister, at the signing of the non-aggression pact. In reality the pact of demarcation of Europe and collaboration between Nazi Germany and Soviet Russia, Moscow, 23 August 1939.
Unfortunately, Ribbentrop was the only one who was tried and hanged for that war crime, the other two died of old age. That's what happens when you happen to be on the winning side at the end of the war.
Stalin called multiple times for action to be taken against the Nazis but the Western Powers just kept trying to appease them. He knew that the Nazis wanted to invade, that the USSR needed time to prepare, and that the Western Powers weren't going to help them at all, so a non-aggression pact was the best choice available. I'm not going to justify the invasion of Poland or the Baltics, though.
Stalin knew the peace agreement between USSR and Germany would not last forever as Hitler hated the existence of a communist Union. Therefore the best option was to prepare the USSR for a full scale war with Germany.
