Is that because of the tires? It would seem that the upgraded axle should get a higher GAWR.

I see, it's all a bit confusing to me, I think mostly because I'm not familiar with the various rear GAWR and tires outfitted on various configurations. The hctp package with an additional spring and upgraded rear, didnt increase payload prior to 2020, now it does, doesn't increase rear GAWR, but does increase the GCWR by thousands.
For MY 2019, the HCTTP included 5600 lbs front springs. My 250 Platinum has the same same tires as the equivalent 350 but they are only inflated to 60 psi front and 65 psi rear. The rears on a 350 leave the factory inflated to 80 psi. I don't think anything about the package changed for 2020. It was extremely rare '17-'19 because it brings the price of a 250 up to that of a 350. Unless you had a very specific niche you were trying to fill, it made more sense to just buy an F350. I'm not certain, but for 2020, it looks like all F250 Tremors get the HCTTP (I assume for the heavier Dana axle) so it is more common.
Aren't the springs softer in a F250 even with the high capacity tow package than a F350?
If you look at the deflection rates on the chart posted above, you see that there is only a minimal difference in the first stage and none in the second. If you notice a difference in unloaded ride ride quality between a 250 and 350, I thinks its due to the difference in tire inflation.
Here are the 2020 specs for the F250 with the HCTTP. These models are spec’d with higher GVWRs, which I suspect are derived from the weight of the required Diesel engine being (mostly) carried on the front axle.

Those springs may have been included with the Diesel engine rather than the HCTTP.
The industry standard load rating for LT275/70R18 tires inflated to 65 psi is 3195 lbs. Two of ‘em (6390 lbs.) are a good match for the rear axle’s 6340 lbs. GAWR.
