What are some good hotels to stay at for the Toronto Film Festival? I'm looking for a 3 1/2 star or 4 star hotel.

Any 3 1/2 or 4 star hotel in the downtown would be fine as Toronto has a great public transit system and all areas are safe for walking. During the film festival the Yorkville area is a hot spot for star gazing because of the higher end hotels, shopping and restaurants.
Great question. The city has many, many great hotels to chose from - but unfortunately they're all aware of the increased demand the festival brings, and dramatically increase their prices during that time as a result.
As the festival has juggled the locations of their theaters, headquarters, and partners over the years, I've found that you can now find some of the better deals if you direct your search towards the Yonge st. / Bay st. areas, or even in the Bloor st. West / Cumberland area where you will find some of the higher end 4-5 star choices.
The Sutton Place hotel on Bay where the festival used to host much of it's visiting press has always received high marks. The Delta Chelsea is one of the largest (if not the largest) hotel in the area, provides incredible service and offers numerous conveniences such as a marketplace with extended hours, multiple restaurants and bars, as well as convenient parking. It's also in walking distance of a handful of theaters.

With the opening of the TIFF Bell Lightbox down on King Street, the focus of the festival has moved slightly off the Yorkville / Bloor St. area, much to the chagrin of the retailers up there! So any hotels anywhere near the King Street area are going to be prime, with prime pricing. Further uptown, in that Bloor Street Area, you have a variety of prices to choose from. Which ever you choose, do it soon, because along with the price increase is a scarcity of availability.
You will be paying an arm and a leg for anything by now, you may to look a little further out on the subway lines to get something reasonable....
The main venues are along Yonge St from King St north to Gerrard St and west along King from University to John St. A hotel in the area north of Front St, south of College/Carlton, west of Church and east of Spadina would be well located and easy to get around on foot and using the subway and streetcars.

Try the Soho, The Germain, The Hyatt, The Intercontinental Toronto Yorkville, The Toronto Marriott Bloor Yorkville, The Courtyard by Marriott and The Park Hyatt. The Windsor Arms is another hotel you might check out , although it is likely pricier than the above hotels.
