Has Red Hood always been OP?

Without spoiling the end of the game for anyone who still hasn’t played it, I regret not saving the clip of it, but I was able to finish the last two bosses (second to last boss and both phases of the final boss) in literal seconds using only Red Hood’s portable turret. I was max level at that point and I did have a legendary suit, but my melee and ranged weapons were only heroic and rare respectively, but the basic melee goons I would fight in the open world gave me more trouble than the final boss did. Has this always been the case or could I have just gotten lucky with my elemental effects or something? Did an update break him? Just genuinely curious.
