All council meetings are open to the public. The meetings are streamed live at gilbertaz.gov/gilbertlive.  

Members of the public can address the council in the following ways: 

In person

• Attend the council meeting and fill out a comment card upon arrival for in-person participation.
  • Cards must be submitted prior to the start of the meeting.

Online Comment Card- Public Hearing Items Only

• Submit a comment card to indicate if you are in support of or against a Public Hearing item by 12 PM on the day of the meeting.  LINK HERE
  • This option is only to be used for items in the Public Hearing section of the agenda.
  • Comment cards not submitted by the deadline will not be noted at the meeting. 

Email the Town Council

• Email the Gilbert Town Council by 5 PM the day before the meeting:
  councilmeeting@gilbertaz.gov. 
• All emails received by this deadline will be distributed to members of the public body for their review and consideration but will not be read aloud at the meeting.
• Emails sent after the deadline will be disregarded and not be included in the public record.
• In the email, please identify:
•  your name
• city/town of residence
• the Council meeting date the comment is in reference to
• if your comment is related to the communications from citizens portion of the meeting (general topic) or a specific agenda item

Council Meeting Rules of Decorum and Order:

In order to ensure that everyone has an opportunity to be heard, that everyone is able to participate, and that the Town of Gilbert’s public meetings run efficiently without disruption, the following Rules of Order and Decorum shall be enforced:

• Signs, banners, placards, handouts, and similar items are prohibited inside the Council Chambers, regardless of content or size.
• Applause is permissible only during the Presentations and Proclamations portion of the agenda.
• Remarks or demonstrations from the audience, such as applause, stamping of feet, whistles, boos, yells, and other disruptive behavior shall not be permitted.
• It is unlawful to disrupt or interrupt any regular or special meeting of the Town Council. – Code of Gilbert, Ch 1, Article II, Div. 3, Sec. 1-96
• The Mayor shall preserve order and decorum. – Code of Gilbert, Ch 1, Article II, Div. 3, Sec. 1-97 (a)

Agendas

The Town Clerk's Office coordinates the scheduling of agenda items, prepares the agenda, and produces a packet containing staff reports and related documents. The packet is generally available and posted to the website one week prior to the regular meetings.

Accessibility

The Town of Gilbert endeavors to make all public meetings accessible to persons with disabilities.

Persons needing any type of special accommodations are asked to notify the Town Clerk's Office at least 72 hours in advance. Requests for accommodation made less than 72 hours in advance cannot be guaranteed. 

Study Sessions

Gilbert Town Council study sessions are sometimes held prior to town council meetings. The study sessions are held at Municipal Center I, Town Hall, located at 50 E Civic Center Drive.

Study sessions provide an opportunity for a more detailed discussion of agenda items between town council and town staff prior to council meetings. No decisions are made, and no action is taken during these study sessions.

The public is welcome to attend the town council study sessions, but there is no opportunity for public comment here.
