No, not for the purpose of visiting. If you have a compelling reason (important business, take care of a close relative, military duty...) there are exceptions but then a quarantine is mandatory.

Just to be a bit more specific, it's not US citizens, but US residents (among others), who are barred. For example, a US citizen residing in Canada can enter, while a Canadian citizen residing in the US cannot.
