SUMMARY OF RESPONSIBILITIES: This position is responsible for the management and leadership of the Marketing Group within the Customer Care Division. The Marketing Group is responsible for the development, implementation, monitoring and measurement of customer programs for the residential, commercial and industrial classes of customers. The Marketing Manager is specifically responsible for the following; review and department level approval of any proposed customer program or initiative; the development of metrics to monitor the progress of programs in place; setting direction for maintaining positive relations with PWC’s key account customers; negotiating with customers, including key accounts, when needed; provide input into the electric/water/sewer rate development process; developing and maintaining strong relationships with external groups (re: governmental, regulatory, trade associations, engineers, builders, developers); develop and maintain effective working relationships with the Cumberland County and City of Fayetteville Economic Development staff; develop and maintain strong relationships with internal PWC departments; handle customer complaints. The Marketing Manager will also play a key role in PWC’s compliance with North Carolina Senate Bill 3 through the development and coordination of programs with a focus on conservation and demand reduction as well as the development and implementation of a focused energy audit program for both commercial and residential customers. The Marketing Manager may also take on added responsibilities as determined by the Chief Customer Care Officer as assigned. EQUIPMENT OPERATED: Computer, calculator, communication, and other equipment, as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules/regulations/ procedures; thorough knowledge of efficient energy use concepts/theories/practices/application; proven Leadership skills and the ability to motivate others and hold them accountable; in-depth knowledge of Marketing; ability to do staff training and development; knowledge of Oracle system applications; skill in using computers and applicable software applications; skill in developing/preparing/delivering effective oral and written communications to internal and external groups; skill in performing accurate mathematical computations; ability to analyze data, and draw sound conclusions and make recommendations; ability to research/plan/ coordinate/schedule/project/prioritize work; ability to compile/input/update/ maintain/retrieve data; strong knowledge of residential, commercial and industrial markets and related energy efficient and renewable technologies; ability to prepare/update/ maintain/submit accurate reports in acceptable time lines; thorough knowledge of supervisory concepts and practices; ability to maintain effective working relationships with customers, the general public, all levels of employees, officials, and contractors.

MINIMUM QUALIFICATIONS: (either)

(A) Graduation from a four year accredited university/college or technical school with a degree in a technical, business or related field and graduation from an accredited university/college with a Masters Degree in marketing, business or related field plus three (3) years of progressive leadership experience in a utility or related field; OR (C) Graduation from a four year accredited university/college or technical school with a degree in a technical, business, marketing or related field plus seven (7) years of progressive leadership experience in a utility or related field; OR (E) An equivalent combination of education, training, and experience as defined in (A) above.

SPECIAL REQUIREMENTS: Must possess and maintain a North Carolina Driver’s License.

PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.

SAFETY HAZARDS: Inclement weather, loose animals, insects, and variety of structural environments.

PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
