Biography

Wolfgang Hoffmann-Riem is an affiliate Professor of Innovation and Law at the Bucerius Law School, Hamburg. He is Professor Emeritus of Public Law and Public Administration at the University of Hamburg. From 1995 – 1997 he was the head of the Justice Department (Senator) of the State of Hamburg as well as chairman of the Committee on Law of the German Bundesrat. From 1999 – 2008 he was a Justice of the German Constitutional Court. His field of responsibility as a rapporteur included – inter alia – the protection of privacy and data, freedom of speech and information as well as the inviolability of the home. From 1979 – 1995, 1997 – 1999 he was director of the Hans-Bredow – Insitute on Radio and TV-Broadcasting. At the University of Hamburg he founded and chaired the Centre for Research in Law and Innovation (1995 – 2012). From 2007 – 2019 he was the German member of the “European Commission for Democracy through Law” (Venice Commission) of the Council of Europe. He still is a one of the directors of the Research Institute on the Law of Environmental Protection at the University of Hamburg.
