The Electoral Titles for this realm are the Counties of Cologne, Mainz and Trier, and the Duchies Bohemia, East Franconia, Ostfalen and Ostmark.
At least in theory. I am in a multiplayer game where we play vassals of the HRE, and although we are holding the titles sometimes we're still not electors.The elector status in the HRE is linked to a few titles. From the wiki (search for Princely Elective):
Thanks for this, the fact that the title must be the primary title explains a couple things already, I expected having it in your realm would be enough to become elector.There are more conditions than just holding the right title, it's a bit more complex. And it may indeed be bugged on top of that.

If I read the file correctly:
The emperor is always an elector.
There are maximum 8 electors (including the emperor).
Electors must:
- Own one of the historical elector titles (Cologne, Mainz, Trier, Bohemia, East Franconia, Saxony, Brandenburg)
- Be same faith as emperor
- The elector title must be your primary title if it's not a Kingdom
- Be a direct vassal of the emperor or independent
If there are less than 7 electors matching these requirements replacements are picked with less restrictions.
It computes a score for each possible elector, highest score get electorship:
- Same faith +15
- Accepted other faith +5
- Theocracy +4
- Republic -5
- Tribal, Clan, Mercenary, Holy Order -4
- Same culture +4
I have no idea how it deals with ties.
