Sorry, I got this term mixed up. Is "Greater" within Seattle itself, outside of Seattle including surrounding cities and suburbs, or the entire metro as a whole? Thanks.

"Greater" Seattle means the metropolitan area, not just Seattle itself.

I think this term was used quite a bit before the term "metro area" caught on. I believe it was orginally used in advertising and business to include the growing number of people living in suburbs decades ago. I may be wrong, but I don't think it included Tacoma and Everett. Of course, Bellevue was just another bedroom suburb up to the 1980's.

I think it means living in Seattle proper is "greater" than living in any of the suburbs

And a shout out to the late Emmett Watson of the Seattle P-I, who, in attempting to keep people from moving here, coined the term "Lesser Seattle".

Sorry, but 'Greater' Seattle doesn't not refer to what the census designates as the MSA (Metropolitan Statistical Area) our what we generally call "metro area". The term is more of an arbitrary one, but is usually most associated with the CSA (combined statistical area), which combines urban areas around one major economic center. The Greater Seattle Area would include Olympia, Bremerton, and Mount Vernon and has a population of a little over 4 million. The metro area would be limited to Everett, Bellevue, and Tacoma and has around 3.4 million.

As you say, it is arbitrary, and I don't think there is a set definition. I do know the term was used more often in decades past.

If this is true this would include Everett, Lynnwood, Edmonds, Lake Stevens, Marysville (Snohomish); Tacoma, Lakewood, Gig Harbor, Puyallup/South Hill (Pierce); Bremerton, Port Orchard, Poulsbo, Silverton, Bainbridge Island (Kitsap) which would be about 40-50mi radius around Seattle. Where do you want to live and what's most important to you?
