No one will be able to penetrate the Octopus Citadel unnoticed - your arrival will be reported before you even cross the threshold. This building used to belong to the Security Service, but there are rumors that this place has become beyond the law now.

- Location Description

The Octopus Citadel, or simply Citadel, is another sector of the Security Service in the Upper City. When the city was engulfed in fog, the Shadow Cult, rivals of the Octopus branch, ransacked this operations center.

It was once the Security Service's headquarters, but the foggy blockade rendered it inaccessible for a long time. The Shadow Cult attempted to overtake the headquarters during its isolation, and they left behind their mark when the fog receded from the building.

After progressing the case, diaries of the stranded agents are recovered, giving tidbits on the terror that couldn't be stopped.

In terms of appearances, this location keeps in theme with most of the Upper City locations including foreground walls or other elements to block a perfectly open view. It's similar to the other interiors of Upper City.

Focal points include the office in the right, foyer and staircase with its clock fixture, and the landing the player is standing on. Unlike the Cabaret, Post Office and Workshop, it is brightly lit from sunlight.

An active booster or a charge from a visitor may likewise change the costs and/or the rewards. During an event, if this location is one of the early unlock locations, the values may change for the duration of the event; exact values dependent on the player level.
