Robert Devereux, 3rd Earl of Essex was the son of Robert Devereux, 2nd Earl of Essex and Frances Walsingham. He was born on 22 January 1591 at Seething Lane, The City, London, England. He married Frances Howard, daughter of Thomas Howard, 1st Earl of Suffolk and Katherine Knyvett, on 5 January 1605. He and Frances Howard were divorced in 1613. He was also reported to have been married on 5 January 1605/6. He died on 14 September 1646 at age 55 at Essex House, the Strand, Covent Garden, London, England, without issue.
On 18 April 1604 his father's attainder was reveresed, and his titles restored. He succeeded to the title of 10th Lord Bourchier on 18 April 1604. He succeeded to the title of 3rd Earl of Essex on 18 April 1604.
On his death, the Earldom of Essex became extinct, and the Baronies of Ferrers and Bourchier fell into abeyance between his two sisters.
