Pollarding trees - a how to question

👩🏻‍🌾 Recommendations wanted

I have a red oak tree about 1.8m in height and would like to pollard it. I heard that pollarding should be started when the tree is younger but not sure exactly how to do it, or if that’s correct advice. The oak tree is literally a long stem and only has 2 side branches. It’s going dormant now in Melbourne winter. Do I just cut the top off at the desired height? Should I wait til the tree is older? Is there a resource I can read ? I also have some liquid ambers and ginkgos that will be tall enough in a few years to do the same with… Many thanks in advance
