Philip Sidney, 2nd Baron De L'Isle and Dudley of Penshurst was born on 29 January 1828. He was the son of Philip Charles Sidney and Lady Sophia Sidney (FitzClarence)
He was educated at Eton College, Windsor, Berkshire, England. He gained the rank of Lieutenant in the service of the Royal Horse Guards.
He succeeded to the title of 3rd Baronet Shelley Sidney, of Penshurst Place, co. Kent [U.K., 1818] on 4 March 1851. He succeeded to the title of 2nd Baron De L'Isle and Dudley of Penshurst, co. Kent [U.K., 1835] on 4 March 1851. He partipicated in an ordinance; Deputy Lieutenant (D.L.)
He died on 17 February 1898 at age 70.
