Our leadership

Jeff Rinker was appointed President and CEO of Motiva Enterprises in July 2022. Committed to developing high-performing teams and empowering them to deliver exceptional results, Jeff brings more than 30 years of downstream and midstream energy experience to Motiva, including leading multiple international organizations.

From 2017 to 2020, Jeff held various senior leadership positions at Husky Energy in Calgary, Alberta. Most recently serving as the Executive Vice President of Downstream and Midstream, he was responsible for refining, trading, pipelines, and fuels marketing. In this role, he developed and implemented an optimization-led business model across six refineries and upgraders to deliver improved safety, reliability, and profitability.

Prior to Husky Energy, Jeff served for 11 years in executive-level roles at the Vienna-based integrated energy company OMV, including head of Refining and Petrochemicals at the Petrom subsidiary, head of Downstream Optimization, Supply and Trading, and head of M&A and Corporate Development.

Jeff spent the first 16 years of his career in roles of increasing responsibility at BP. During that time, he held a series of technical and commercial assignments in the US and UK and was tasked with starting up BP’s hydrogen fuels activities. He also served as Chairman of the National Hydrogen Association in the US.

Most recently, Jeff served as CEO of Limetree Bay Energy, where he managed the refining business through bankruptcy and repositioned the terminals business unit as a standalone merchant storage company.

He serves as a member of the Board of Directors of Motiva and Valvoline Global Operations. He also serves on the board and executive committee of the American Fuel and Petrochemical Manufacturers (AFPM), the Board of the American Petroleum Institute (API) and the Board of the Greater Houston Partnership.

Jeff earned a Bachelor of Science in chemical engineering from Carnegie Mellon University, graduating with honors. He has also completed executive programs at Harvard Business School, Stanford University, and Case Western Reserve University.

In their spare time, Jeff and his wife Andrea enjoy traveling and hiking together.

In this role, Rose oversees management of all the company’s financial functions including accounting, audit, treasury, tax, trading risk and compliance. She also oversees the company’s Information Technology function, including cybersecurity, IT trading and risk, and all corporate IT systems.

Before assuming her current role, Rose served as General Manager of Supply & Logistics for Motiva, overseeing the safe, efficient operation of the company’s terminal and pipeline assets, in addition to groups responsible for supply scheduling, commercial contracting, marine and land logistics. She joined Motiva in 2014 as Refining Finance Manager and since then has held multiple leadership positions of increasing responsibility. Prior to joining Motiva, Rose spent more than two decades at Shell, serving in a variety of leadership roles in both Finance and Accounting.

Rose earned a Bachelor of Business Administration in accounting from Texas A&M University and is a licensed certified public accountant in the state of Texas. She serves on the board of directors of First Coast Energy and volunteers her time as an organizational mentor within Motiva and as a community partner with organizations such as Big Brothers Big Sisters of America, Buffalo Bayou Partnership and the United Negro College Fund.

Rose and her husband Ellis live in Houston with their two daughters, Kendall and Annie. In their free time they enjoy traveling, spending time with family and volunteering.

He joined the company in 2013 and leads Motiva's M&A/Business Development, Supply & Optimization, JV Management, Center of Excellence, and Marketing & Sales teams.

A strong advocate for continuous improvement, he is passionate about delivering excellence while approaching each situation with an entrepreneurial curiosity. He develops agile teams that tackle new opportunities quickly to help Motiva gain marketplace advantages.

Travis plays a key role in Motiva's long-term growth plans. He supports merger and acquisition growth of existing business segments, such as the acquisition of an additional Port Everglades, Florida terminal and the formation of the Juniper Ventures of Texas retail joint venture in central Texas.

Travis helped guide Motiva's early entry into the chemicals business with the 2019 acquisition of Port Arthur's chemicals facility. His team also spearheads the development of Motiva's Port Arthur, Texas, downtown campus, which will office Port Arthur region business activities.

With more than 25 years of industry experience, Travis began his career as a process engineer with Exxon at the Benicia Refinery in California, which was later acquired by Valero. He progressed through a variety of leadership roles in engineering, commercial supply, and talent development at Valero and served as Vice President of Energy and Gases before moving to Motiva.

Always striving to understand how others see the world, Travis serves on the board of directors of FotoFest, a photography arts organization in Houston. He also serves on the board of directors for Artpace San Antonio, an arts residency program.

Travis received his Bachelor of Chemical Engineering from Auburn University in Auburn, Alabama, and his Master of Business Administration from The University of Texas at San Antonio.

An energetic and innovative leader, Kimberly brings a unique perspective to Human Resources with over 24 years of experience providing legal support to HR. She has a deep understanding of the organization and the strategic role it plays in the business.

Before becoming Executive Vice President of Human Resources, Kimberly was Motiva’s Associate General Counsel, overseeing the attorneys who provide corporate, commercial and regulatory legal support to the company. She also served as the Secretary and General Counsel of Motiva Trading LLC and as counsel to the Employee Benefits and Investment Committees.

Kimberly was instrumental in standing up the company’s current HR organization and employee benefit plans and has been involved in several of the company’s largest initiatives and transactions. She was the lead attorney handling Motiva’s 2017 separation from Shell and was key in its 2019 acquisition of a chemicals business, supported the negotiations of the licensing agreement allowing Motiva to produce 76 Brand gasoline, and led the foundational initiative team for building Saudi Aramco’s global legal organization.

Prior to her time at Motiva, Kimberly spent 13 years at Shell, where she specialized in labor, employment, and employee benefits. She expanded her scope to support Shell’s downstream commercial business serving as Vice President of Legal for Jiffy Lube International, a Shell subsidiary.

Kimberly earned an undergraduate degree in psychology from Baylor University and Master of Business Administration and Juris Doctorate degrees from the University of Houston. She is a member of the State Bar of Texas, the Houston Bar Association, the Texas General Counsel Forum, and the Association of Corporate Counsel.

She joined Motiva in January of 2020 as Motiva’s Executive Vice President, General Counsel, Secretary and Business Compliance Officer. Since then, she has been instrumental in aligning Motiva’s legal obligations with its business compliance activities. To further manage Motiva’s reputational risks, streamline responsibilities, and ensure important checks-and-balances are in place among the various roles involved in Motiva’s external stakeholder engagement, Amy’s role expanded in June 2020. As a result, she is responsible for Legal, Compliance and Records Management and Public Affairs.

Amy leads with integrity and is fully committed to strong business compliance principles and risk mitigation. She is at the forefront of protecting Motiva’s business interests and building the company’s reputation in the industry.

Prior to assuming her current role at Motiva, Amy served as primary corporate counsel for Aramco Services Company’s (ASC) subsidiary Saudi Refining, Inc. (SRI) in conjunction with SRI’s distribution of assets and liabilities out of its joint venture with Shell, Motiva Enterprises, LLC. Her expertise comes from the 17 years spent as a litigation partner, trying complex commercial cases to juries and arbitral panels – including claims of bank fraud, securities fraud, and RICO – before moving into complex transactions such as mergers and acquisitions, divestitures and dissolutions. She has also managed corporate governance issues and overseen federal regulatory filings for ASC and its affiliates.

Amy received her B.A. from Dartmouth College and her J.D. from the University of Texas School of Law. She is licensed to practice in the state of Texas and before the U.S. Supreme Court, U.S. Courts of Appeals for the Fifth, Eighth and Federal Circuits, as well as the U.S. District Courts of the Northern, Eastern, Southern and Western Districts of Texas.

In his role, he oversees the operational side of Motiva’s business, including all business related to Motiva's refinery, the largest in North America, and chemicals plant, as well as the Marine team and the Terminals & Pipelines team.

He brings more than 30 years of experience in refining operations to the position. Jeff has been a part of the Motiva family since its inception when he began his career at the Norco Manufacturing Complex in Louisiana, then part of Motiva.

His steady focus on safety and reliability has enabled the Complex to set production records as well as continually strengthen its safety record.

In 2007, he moved to Shell's Puget Sound refinery, returning to Motiva in 2010 to work on the Crude Expansion Project in Port Arthur. He was responsible for supporting the construction completion, commissioning, and early operation of the $10 billion project that doubled the capacity of the refinery.

Once the expansion was complete, Jeff moved into a leadership role as Maintenance Manager at the refinery, and in 2019, he became Vice President, Production. In 2022, he was named SVP and General Manager of the Port Arthur Manufacturing Complex, which encompasses the refinery and chemicals plant. He became an EVP in Jan. 2023.

He earned a Bachelor of Science degree in mechanical engineering from the University of South Alabama.

He and his wife Becky have two children. They have a sailboat and enjoy sailing on Galveston Bay.

Brenda Allen became Vice President – Health, Safety, Security & Environmental on January 1, 2023.

As a member of the Executive Leadership Team, Brenda oversees the safety and environmental operation of Motiva’s assets on an enterprise-wide level to ensure complete understanding throughout the business.

She brings nearly 30 years of experience in safety, security, and environmental management to the position. Brenda joined Motiva in 2001 at the Port Arthur Refinery in Texas and has held a variety of positions in the environmental, compliance, and health, safety, security. Brenda also held a global leadership role within Shell, where she was responsible for environmental management of Shell’s manufacturing sites across the world.

Brenda and her husband Conly have been married for 28 years and have two children. In their free time they enjoy spending time with family and traveling.
