The session adjourned on Thursday 9 June 2022 was resumed.

The sitting opened at 14.04.


3. Statement by the President

The President made a statement in which she expressed her condolences on behalf of Parliament to the families of Dom Phillips, a journalist, and Bruno Pereira, an indigenous rights advocate, who had been murdered in a remote region of the Amazon.


4. Approval of the minutes of the previous sitting

5. Composition of committees and delegations

The S&D and ID groups had notified the President of the following decisions changing the composition of the committees and delegations:

ENVI Committee: Joëlle Mélin was no longer a member

TRAN Committee: Julie Lechanteux was no longer a member

Delegation for relations with Canada: Camilla Laureti

The decisions took effect as of that day.


6. Negotiations ahead of Parliaments first reading (Rule 71)

The PECH Committee had decided to enter into interinstitutional negotiations in accordance with Rule 71, on the basis of the following report:

– Committee PECH – Report on proposal for a regulation of the European Parliament and of the Council amending and correcting Regulation (EU) No 508/2014 as regards specific measures to alleviate the consequences of the military aggression of Russia against Ukraine on fishing activities and to mitigate the effects of the market disruption caused by that military aggression on the supply chain of fishery and aquaculture products (COM(2022)0179 – C9-0149/2022 – 2022/0118(COD)) – Rapporteur: Nuno Melo (A9-0182/2022)

In accordance with Rule 71(2), requests for the decision to be put to the vote could be submitted until midnight the following day, 23 June 2022.

Negotiations could start at any time after the expiry of that deadline if no request for a vote on the decision to enter into negotiations had been made.

11. Order of business

The final draft agenda for the June II 2022 plenary sittings (PE 733.713/PDOJ) had been made available to Members in accordance with Rule 157(3).

The President reminded the House that she had received a request for urgent procedure (Rule 163) from the AGRI Committee with regard to the following legislative file:

- Exceptional temporary support under EAFRD in response to the impact of Russia’s invasion of Ukraine ***I (COM(2022)0242 – C9-0185/2022 – 2022/0166(COD))

The vote on the request would be taken after the adoption of the agenda. If the request was approved, the vote would take place on Thursday 23 June 2022.

With the agreement of the political groups, the President proposed the following amendments to the final draft agenda:

Wednesday

Before voting time, there would be a round of political group speakers on the ‘Fit for 55’ package.

As a result, the sitting would be extended until 23.30.

Thursday

The vote on ‘Objection pursuant to Rule 112(2) and (3): Veklury – remdesivir’ had been removed from the agenda after being rejected in the ENVI Committee.

Parliament agreed to the proposals.

The President had also received the following request for a change:

Request from the Verts/ALE, The Left and S&D groups to include a debate on Council and Commission statements on ‘National vetoes to undermine the global tax deal’ as the second item on the agenda, and to postpone the debate on Council and Commission statements on ‘The relations of the Russian Government and diplomatic network with parties of the European extreme right and extreme left in the context of the war’ (item 36 on the final draft agenda). The new debate would be wound up with motions for resolutions which would be put to the vote during the July part-session.

The following spoke: Philippe Lamberts, on behalf of the Verts/ALE Group, who moved the request.

Parliament agreed to the request by electronic vote (346 in favour, 247 against, 18 abstentions).

The order of business was thus established.

Parliament voted on the following request for urgent procedure from the AGRI Committee:
