Son of Frederick Howard, 5th Earl of Carlisle, and Lady Margaret Caroline Leveson-Gower. Paternal grandson of Henry Howard, 4th Earl of Carlisle, and the Honourable Isabella Byron. Maternal grandson of Sir Granville Leveson-Gower, 1st Marquess of Stafford, and the Honourable Lady Louisa Egerton.

George married the Honourable Lady Georgiana Dorothy Cavendish in 1801 at Devonshire House, Picadilly, London, England.

Their marriage produced 12 children, including the 1st and last Baron Lanerton; Harriet, Duchess of Sutherland; Blanche, Countess of Burlington; Georgiana, Lady Dover; and Mary, Lady Taunton.

He was succeeded by his eldest son George.
