There are a couple of programs trying to detect lossy compression.
They are like us, most of the time they fail.

I wouldnt trust such programs. The only real way to accurately tell a lossy froma lossless is to look at the frequencies. You can do that in tools like Spek or Audacity. However, not even that is accurate at all times since some older tracks might cut off below 22khz and are actually lossless.
There is none. You cant be sure. You just have to assume the previous owners of the file werent malicious. I have seen the AMOUNT OF SHIT digital files can go through while still "looking" lossless :O. To give an idea, just try to encode ANY file to lossywav then look at the spek.
I use it often and it works pretty well
Any good Alternate Softwares for this ?? Test Audio quality (playable for DJs)
