Upvoted because I don't necessarily disagree, but for scripts alone, Spielberg and Scorsese are close at 1 & 2
Jaws, E.T., Schindler's List, Jurassic Park, Close Encounters, Raiders....he was on a tear in his first two decades.

His writing is the definition of mediocre imo.
