Yeah, some sort of free hand build would be good. I'd throw fighter in as well as an option with snagging strike and combat grab. You'll have a hand for knockdown as well.

With all the fun different fighter strikes you won't miss strength quite as much as you can still do some of the athletics things without great athletics.

Depending on the level you get to, an acrobat swashbuckler with derring-do can tumble through then trip with acrobatics with advantage on both rolls.

Otherwise some sort of ranged character like Ranger or Thaumaturge that can use it as a switch hitting option when enemies get close to avoid AoO and hit just a little bit harder would be good.

A monk with a splashing stance that allowed other attacks would give you bludgeoning, piercing and splashing with only your hand wraps.

I've been having the same debate about who best could use it and I've so far settled on:

  1. Stance less Ki Monk that goes student of perfection/jalmeri heavenseeker (using 5th level focus point instead of the grapple/trip feat). L2 you take dedication 1, L4 you take dedication 2, L6 you get heaven's thunder, and L8 you can get the wind stance so if you need to enter a stance you have an unarmed 30ft propulsive agile strike that can benefit from heaven's thunder. With free archetype you can also pick up stunning fist, stand still, and other fun ki feats.
  2. Thaumaturge finesse switch hitter (carry around a long air repeater for shooting at a distance).
  3. Swashbuckler into Jalmeri Heaven Seeker (gets delayed due to entrance requirements unless you have a nice GM). You forgo finishers and instead use heaven's thunder to build off the static damage added by having panache.
  4. Eldritch Trickster Rogue. You can't be a thief to get dex to damage, but you could grab a nice MC archetype dedication for free. Alternatively the ruffian lets you go full STR for damage and at L2 take the sentinel line for heavy armour. Since its still finesse you get sneak attack and can pick up monk/flurry of blows at a later level.
  5. Dex based subterfuge suit inventor going the full line of stealth increases so you can constantly hide/attack. You only get the bonus class damage on unarmed strikes if you go with an armour inventor. Add in monk MC + flurry at higher levels. The other community knowledge ancestry feat is also great for a once per hour boost on attempting you're overdrive ability.
  6. The ancestry is small, so I feel like the trip/grapple traits still use athletics and may be size limited. I also think it was clarified that you don't get to use dex even if they are traits on a finesse weapon?
  7. Become adopted by kobolds (takes some GM permission, but should be fine). At L9 you grab between the scales (gives finesse unarmed strikes the backstabber trait). Then go into assassin (aweful I know) for expert backstabber and sneak attack. You can strap the first bit onto any of the above builds to get backstabber if so desired.

Feel like Thief is the easy one to go for for dex to damage. Theres only 3 d8 finesse weapons (Spiked Chain, Elven Curve Blade, and Dueling Spear, only the Spiked Chain is 1 handed, your horn is no handed!), which makes the horn even more unique for a thief build. You can do some tricksy stuff because your hand is free. Stuff like scroll casting.

Thiefs don't get DEX to damage with unarmed attacks, they need to use a melee weapon.
