Hermann Billung (900 or 912 – 27 March 973) was the margrave of the Billung March from 936 until his death. The first of the Saxon House of Billung, Hermann was a trusted lieutenant of Emperor Otto I.

Though never Duke of Saxony himself, while Otto (who was the enthroned duke of Saxony) was in Italy from 961 until 972, Hermann served as Otto's personal representative in governing Saxony. Towards the end of his life, Hermann was the effective duke in all but name.

Hermann died in 973, just two months before Otto's own death. Hermann's son Bernard I was named as the new duke of Saxony by Otto I's son Otto II.

    Hermann Billung (* 900/912 in Harms ouden Dorp bei Hermannsburg[1]; † 27. März 973 in Quedlinburg) aus dem sächsischen Adelsgeschlecht der Billunger war seit 944 Graf im Bardengau, seit 953 oder 956 Markgraf (marchio) und zeitweilig Stellvertreter (procurator regis) Königs Ottos I. im Herzogtum Sachsen. Von 952 bis 973 war er Sachsenherzog auf der Lüneburg.
    In den Jahren 953 (Liudolfinischer Aufstand), 961 (zweiter Italienzug Ottos) und 966 (dritter Italienzug Ottos) wurde er von König Otto als procurator regis (Verwalter des Königs) mit Herrschafts- und Gerichtsbefugnissen im Herzogtum Sachsen betraut. Die Hofkanzlei vermied die Bezeichnung dux (Herzog), er wird jedoch in den zeitgenössischen erzählenden Quellen so genannt.
    Hermann war zudem Graf im Wetigau, im Tilithigau, im Marstemgau und im Bardengau.
    Hermann Billungs Vater hieß Billung oder Billing[„Sin Vader heed Bilingh (filio comitis Billingi)“] und war vermutlich Graf in Ostsachsen, seine Mutter ist unbekannt. Er hatte zwei ältere Brüder, Wichmann I. den Älteren, Graf im Bardengau, und Amelung, Bischof von Verden.
    Hermann Billung war vermutlich zweimal verheiratet; seine erste Frau war vermutlich Oda von Sachsen († 15. März wohl nach 973), seine zweite hieß Hildesuith (Hildegard ? von der Westerburg). Hermann hatte vermutlich fünf Kinder:
