Cassidy-1991 and Duff-1025 do not represent the same person because: Nothing matches

Cassidy-1991 and Duff-1025 appear to represent the same person because: They are both the same person. Cassidy is the second identity of Duff, Cassidy being the one he used with his second wife. Many photos and records of all three of them together.
