Here's a look at the 2020 murder, manslaughter, death investigations in Tom Green County

SAN ANGELO — Here is a look at the death investigations police are working on or have completed within Tom Green County since Jan. 1, 2020. 

Kenneth Horton, 22

Date of death: Dec. 2

Manner of death: Vehicle crash

Location: Area of Valleyview and Westway

Suspect: Maurice Jared Hastey

Synopsis: Around 11 p.m. Dec. 2, police responded to a single vehicle wreck involving two people in a 2020 Ford F-150. Hastey was found nearby with non-incapacitating injuries. His passenger, Horton, was not wearing a seatbelt at the time of the crash and died in the hospital.

A preliminary investigation indicated Hastey was driving southeast on Valleyview ""at a high rate of speed." The pickup "clipped the mirror" of a parked vehicle and Hastey overcorrected, leaving the road and striking a brick structure.

Dec. 3:San Angelo man charged with intoxication manslaughter after passenger dies

Brixlee Marie Lee, 2 months old

Date of death: Nov. 10

Manner of death: Not verified

Location:  2200 block of Webster Avenue

Suspect: Cristin Bradley, Destiny Harbour and Dustin Smock

Synopsis: A man called 911, bringing investigators to a residence in the 2200 block of Webster Avenue around 1:20 a.m. Nov. 7. Officials discovered Brixlee unconscious and rushed her to the hospital.

The doctor who treated her told detectives they observed injection sites on the infant's hand, arm and head, and testing discovered opiates (heroin) in the infant's urine. Brixlee was transferred to Cook Children's Health System in Fort Worth, where she was placed on life support.

Investigators learned Harbour gave birth to Brixlee in August, with help from Bradley (Harbour's mother) and Smock (Bradley's boyfriend). The trio were arrested on suspicion of intentionally and knowingly causing serious bodily injury to a child.

None have been indicted as of 2 p.m. Dec. 15, according to online court records.

Juan V. Quintana, 29

Date of death: Oct. 24

Manner of death: Shooting

Location: 600 block of East 20th Street

Suspect: Abel Rueda

Synopsis: The third homicide in a week, Quintana was found around 5:30 a.m. in the 600 block of East 20th Street. Officers determined his death a homicide connected to a fatal shooting.

Quintana and another man went to a convenience store. On their way back, a vehicle followed them. The driver asked him a question, then shot him with a shotgun, records state.

Selena Bradley, 23

Date of death: Oct. 19

Manner of death: Assault

Location: 100 block of Allen Street.

Suspect: William James Martinez

Synopsis: Three days after Selena Bradley disappeared, officers found her body wrapped in a blue tarp in a freezer in the 100 block of Allen Street. Witnesses said the man was dating Bradley and later admitted to killing his girlfriend. Bradley was 14 weeks pregnant and a mother of two, a 3 and 4 year old.

Just over a month later, Martinez was sentenced to two life sentences in their deaths. He will also serve time for continuous child sexual abuse and tampering with evidence.

John Samuel Dagen, 18

Date of death: Oct. 18

Manner of death: Shooting

Location: South alley of E. 29th and Pecan streets

Suspect: Arturo Garcia

Synopsis: A house party in the 2800 block of Pecan Street ended with shots fired and a Brady man dead. Garcia told officers he was walking down the alleyway with another man toward a party when "subjects" walked toward them and yelled negative comments about a gang the man had been a member of for 4 years. Gunshots were exchanged, ending Dagen's life.

Bobby D. Kolb

Date of death: Oct. 3

Manner of death: Injuries suffered from fire.

Location: 200 block of North Florence Street

Suspect: Unknown

Paula Large waits by her brother, Bobby Kolb, while he is treated in Lubbock.

Synopsis: Around 9:30 p.m. Aug. 27, first responders arrived at an RV fire in the 200 block of North Florence Street, where an RV was in flames. Kolb's sister, Belinda Torres, lived nearby, and he had ran to her house, still burning.

"He came through my door, still smoking, blackened, his skin falling off in my living room – I couldn’t do anything to help him," Torres struggled through sobs. "I live it every time I close my eyes — every time I try to sleep, I relive it."

Kolb died from his injuries just over two months later on Oct. 3. Family member after family member have stepped forward to demand justice for Kolb's death and believe the fire was intentionally set.

Investigators put out a call for information on the case during a Crime Stoppers video.

Jesse Hernandez, 87

Date of death: Sept. 28

Manner of death: Hit by vehicle

Location: Upton Street and North Schroeder Avenue

Suspect: Unknown

Synopsis: Just before 9 p.m. Sept. 28, police responded to a crash involving an SUV and a pedestrian. They discovered Hernandez, who was crossing the street in his motorized wheelchair when a vehicle struck him and fled.

Hernandez was unconscious in the road and transported to the hospital, where he died from his injuries. No arrests have been made in the case as of Dec. 15.

Sept. 29:San Angelo police: Nissan Xterra in fatal hit-and-run, driver still at large

Dachuel Davis, 52

Date of death: Sept. 4

Manner of death: Suspected drowning

Location: 300 block of South Oakes Street

Suspect: None

Synopsis: The second suspected drowning in a week, police responded to a report of a body in the river. Police investigated the suspected drowning as an unattended death.

Police also stated there was no connection to Pike's death.

Thomas Pike, 40

Date of death: Aug. 29

Manner of death: Drowning

Location: 300 block of South Oakes Street

Suspect: None

Synopsis: About 2:30 p.m. Aug. 29, police responded to an unresponsive man near Celebration Bridge. Pike, a transient man, had been drinking with a group of people on the northern side of the river before going swimming, which led to the drowning.

Police did not suspect foul play and Susan Werner, Precinct 1 Justice of the Peace, did not request an autopsy in this case.

Victor Rodriguez, 48

Date of death: July 14

Manner of death: Beating

Location: 800 block of Antonio Street

Suspect: Kevin Barron

Synopsis: On July 3, the San Angelo Fire Department found Victor Rodriguez in the 800 block of Antonio Street, according to a police news release. He was transported to the hospital and medical personnel originally thought his injuries were from a fall. Later, they determined the injuries were from an assault.

Rodriguez died from his injuries July 14.

Police investigated and charged Kevin Lee Barron, 27, on suspicion of murder July 24. He had been arrested on July 22 on suspicion of an unrelated charge of unauthorized use of a vehicle.

Antonio Fletcher, 53

Date of death: June 6

Manner of death: Shooting

Location: 1200 block of Daniel Street 

Suspect: Lisa Clemons

Synopsis: Police were initially requested to the residence by the suspect, Lisa Clemons, on June 5. She first told dispatch there had been an incident, and later said she had shot her husband. During the call, San Angelo Public Safety Communications received a call from a neighbor who reported gunfire in the area. Officers found Clemons standing over Antonio Fletcher, 53, who had a gunshot wound on his left cheek. He died in the hospital the following day.

Clemons was arrested on June 5 and remained in Tom Green County Jail in lieu of a $101,016 bond as of 3:30 p.m. July 7, according to online jail records. She has not been indicted as of July 7.

Jesus G. Lopez, 36

Date of death: May 31

Manner of death: Hit by vehicle

Location: 2 miles southwest of San Angelo on U.S. 67 South

Suspect: Esgar Eliseo Navarro

Synopsis: Around 2:30 a.m. May 31, sheriff's deputies and state troopers responded to a  vehicle-pedestrian crash outside San Angelo. They discovered Lopez, from Las Cruces, dead in the southbound lane. He had been walking down the highway when he was struck and killed by a pickup heading toward Mertzon.

Deputies found the bloody, damaged pickup under a tarp at an RV park in Mertzon. The driver told investigators he did hit the man and fled, according to court documents.

Samuel Cisneros, 68

Date of death: March 4

Manner of death: Drowning

Location: Area behind Enterprise Rent-A-Car, 2688 Southwest Blvd.

Suspect: None

Synopsis: Around 9:30 a.m. March 4, first responders were dispatched to a report of a drowning in the Red Arroyo. Officials did not see any obvious signs of foul play.

March 4:San Angelo police ID 68-year-old man found dead in Red Arroyo

Sterling Mickey Riley, 25

Date of death: Feb. 15

Manner of death: Shooting

Location: 11500 block of Marshall Street in Carlsbad

Suspect: Justin Ray Ramirez

Synopsis: Tom Green County Sheriff's deputies rushed to Carlsbad, where they discovered Riley shot dead. Ramirez's sister told deputies he shot Riley in the head with a gun during an argument. Her parents also witnessed the shooting.

Hours later, officials found Ramirez driving near Dublin with his girlfriend, Cheyenne Taylor Bragdon (Warner). She told officers he called her, saying he was "about to go to prison for the rest of my life." The couple fled.

Ramirez, who was on bond for a 2018 aggravated assault case, has been indicted in the case. Bragdon has not been indicted as of 2 p.m. Dec. 15.

Rhyheme Talton, 26

Date of death: 1 a.m. Jan. 26

Manner of death: Stabbing

Location: Stripes convenience store in the 1300 block of South Bryant Boulevard

Suspects: Robert Arambula Jr. and Veronica Michelle Gonzalez

Synopsis: Around 1 a.m. Jan. 26, two men had an altercation at a Stripes convenience store in the 1300 block of South Bryant Boulevard. Rhyheme Talton, 26, was seen approaching a man in a light colored hooded sweatshirt and dark stocking cap, according to an arrest affidavit. The man, later identified as 47-year-old Roberto Arambula, pushes Talton and is then seen "making thrusts towards (Talton)." 

Talton died at Shannon Medical Center from stab wounds to the left side of his chest, records state. Tom Green County deputies arrested Arambula Jan. 28 and he remained in Tom Green County jail awaiting a $500,000 bond as of 4:30 p.m. July 7, according to online jail records.
