This question keeps getting asked, and it never gets resolved. What happens is that a lot of old-school New Yorkers like me say we're uncomfortable with Bed-Stuy, and then somebody else says it's not as bad as it used to be, and then somebody else says all the women he knows in the neighborhood take taxis home from the subway, and then somebody else says that's paranoid. It's a controversial area that's in transition.

They live inside the same apartment you're staying in, or they live in a different apartment in the same building? The first is legal, the second is not.

Two comments

a. Even if they live in a different apartment than where you are staying, if the whole building has less than 3 units it will be legal.

b. While the neighborhood may be improving, good luck getting a yellow ca to take you there at night. While it is 100% ILLEGAL for them to refuse, the reality is, most won't go.

It is more about about how safe you will feel than how safe you will actually be. Bed-Stuy is still significantly worse demographically than the other neighborhoods you mention.

Glady- disagree. Cabs will have no problem taking you there any more than elsewhere in BK, especially if you get in before telling them the destination. However, the real issue is that most will expect you to direct them since most drivers are not familiar with the area.

Cabbies don't like leaving Manhattan because they'll probably be without a fare on the return trip. The neighborhood does not matter. Utilizing Uber would negate that particular problem.

I think part of the issue in giving proper advice here is that, not knowing the OP and their level of travel experience or "street smarts" becomes a factor in advising an out of town visitor about some locations.

There are parts of town I might feel comfortable navigating but would not advise any of my out of town visitors to go to unaccompanied. Not necessarily because they are dangerous in a bad-old-days-of-NYC sense, but because my visitor would not know how to "read" the neighborhood or how to appropriately recognize/respond to situations they have not encountered before. For some long time New Yorkers I think we sometimes forget how much of our day involves "automatic" situational awareness of what is going on around us.
