The City of Atlanta Mayor's Office of Contract Compliance (OCC) effectively serves as a liaison, linking Small, Minority, Female and Disadvantaged Businesses with City of Atlanta related business opportunities and encourages equal opportunity for all businesses and individuals in the Atlanta workplace. The City of Atlanta Mayor's Office of Contract Compliance (OCC) is comprised to service and administer programs on formal contracts in the Aviation, Watershed, and General Fund Departments.
The mission of the Mayor's Office of Contract Compliance's Equal Business Opportunity Program is to mitigate the effects of past and present discrimination against women and minority businesses. The City of Atlanta has found that African American, Female, Hispanic, and Asian American owned businesses have suffered the effects of racial and gender discrimination in both public and private markets, resulting in the disproportionate award of contract dollars to non-minority or non-female businesses. It is the responsibility of the Office of Contract Compliance to promote full and equal business opportunity for all persons doing business with the City of Atlanta.

In July 2021, the City of Atlanta procured a new vendor to manage OCC's registry of vendors (certified or non-certified). Supplier Diversity Management System or (SDMS) is the new system that will house this registry. Please click here to obtain the curent list of certified vendors. STARTING A SMALL BUSINESS

State legislation makes it mandatory for certain contractors to be licensed by the State of Georgia. This licensing is not a City requirement and is overseen by the Georgia Residential and General Contractors Board of the Professional Licensing Boards Division. To obtain more information regarding this requirement or start an online license application, please visit the GA Secretary of State website.
CITY OF ATLANTA CERTIFICATION PROCESS
The first step in certifying your business with the City of Atlanta is to obtain a City of Atlanta Supplier ID (vendor) number. The procedure to obtain a Supplier ID is a free, automated process that can be accomplished on-line. To register with the City of Atlanta, click Supplier ID to apply for your free number. If you have any questions regarding the City's Supplier ID (vendor) number acquisition process, please call (404) 330-6203.
Once you have obtained your City of Atlanta Supplier ID (vendor) number, please download (see below)and complete the appropriate application under "OCC Downloadable Applications" to apply for certification. With the City, you are able to obtain an Equal Business Opportunity (EBO) certification and/or a Small Business Opportunity (SBO) certification. However, the City no longer certifies firms for the Federal Disadvantaged Business Enterprise (DBE) program.
OCC DOWNLOADABLE APPLICATIONS
To apply for City of Atlanta (COA) Certification status after you have obtained your COA Supplier ID#, download and complete one of the applications below that corresponds with how your business is organized. The information on the application must be true and accurate to the best of the applicant’s knowledge. The EBO/SBO Program applications must be signed and notarized. All completed applications must either be hand delivered or mailed to the address listed in the OCC "Contact Info" section of this web page. OCC have also released a letter that states manual (paper) applications will no longer be accepted effective January 24, 2022.
As of January 1, 2022, OCC will no longer require the Biennial Affidavit of No Change form to be submitted. All companies must submit the full EBO/SBO application every five (5) years. No other document is needed unless there is a change in ownership, management, control or business location.
The information requested is for use by the Office of Contract Compliance only and will be kept confidential to the extent allowable by law. Any questions regarding certification applications may be directed to OCC's main contact line at (404) 330-6010.

All completed applications must either be submitted electronically via pdf or OneDrive. Beginning January 24, 2022, OCC will launch our online certification application (OLA). Applicants are encouraged to take the available training session for the OLA through our Supplier Diversity Management System (SDMS). You may register for training via our site at https://atlantaga.gob2g.com/. The training will provide step-by-step instructions for setting up your account, completing the City of Atlanta OLA, as well as submitting the OLA. From January 24, 2022 until April 30, 2022, applicants will have the choice of submitting their application via email, OneDrive or SDMS. OCC will cease the acceptance of applications that are emailed or sent via OneDrive on May 1, 2022. Applications will only be accepted that are submitted via SDMS.
*EFFECTIVE JANUARY 24, 2022, The City's Office of Contract will require all applicants for certification to submit their applications via our Supplier Diversity Management System (SDMS). See detailed correspondence above regarding our efforts to automate the intake of City of Atlanta certification applications. Currently Certified EBO Firms Who Desire SBO Certification
If your company is currently certified under the City of Atlanta's Equal Business Opportunity (EBO) Program and you would like to have your company evaluated for Small Business Opportunity (SBO) certification, please contact the Office of Contract Compliance Certification Department for more information and direction on the process. The number to the office is 404-330-6010. Firms who fall in this particular category will not be required to complete a full EBO/SBO Application.
The City's previous Equal Business Opportunity and Small Business Enterprise Ordinances which were enacted in 2016, sunset on December 31, 2021. The new ordinances took effect on January 1, 2022. To review either or each of them, please click EBO Ordinance or SBO Ordinance for more information on the tenets of each program and the requirements for qualification.
To apply for DBE/ACDBE certification, please visit the GA Department of Transportation (G-DOT) website. If you are looking for the database of certified DBE firms, scroll toward the bottom of that page and click the tab marked "Directories". Next, go to the UCP Directory, then click "Excel" to access the downloadable real-time list. If you live in Dekalb, Fulton, or Clayton County, you may also receive your DBE certification through Marta. After accessing this link, scroll midway down the page to apply for certification.
Furthermore, the Office of Contract Compliance encourages all certified businesses to diversify and expand into other areas. As such, firms are required to provide documented evidence of experience under any additional NAICS codes. To do so, please contact the Office at 404-330-6010 to submit additional documentation. Also, please note, firms may only receive participation credit in the NAICS codes for which they are certified.
