Frances O. Smith has a very long history of serving the community while teaching the children arts & crafts and behavior skills. As a Human Rights Award recipient, Frances has worked tirelessly for the economically disadvantaged, physically disabled and hopelessly addicted. The foundation aims to continue in the rich legacy of Frances O. Smith
