I stumbled across the below guide recently, and was able to get the Bulgaria "Prussia of the Balkans" and "Balkan Problem Solved" achievements yesterday. I recommend it to anyone who's been frustrated by these achievements (like I was). The strategy is mostly idiot-proof, and unlike many Bulgaria guides, has a minimal reliance on RNG events.
The basic strategy is to leverage the speed of the Democratic Principles branch. Bulgaria can get Romania, Greece, and Yugoslavia into their faction peacefully with Balkan Confederation decisions, without having to rely on RNG from spy propaganda missions. You can do this quickly by completely ignoring Albania and Turkey, which you will tackle later. Once you've got those 3 nations in your faction, stay democratic until you've annexed them with the Unification of the Balkans focus.
Once that's done, flip communist via advisors. Then build up your armed forces with all your new cores, and use the "Recover Italian Territories" focus once the USA joins the Allies. Mussolini will fold most of the time, giving you Zara and Istria (and maybe Albania and Rhodes if they haven't lost them to the Allies).
Then all you need to do is capitulate Turkey and grab any remaining territories that Italy lost to Allied occupations. The last part of the guide has a clever trick to remove Turkey's guarantees, so you don't end up at war with Germany or the UK unless you really need to for other reasons.
