Hi,
We are Visiting Seoul in December with 3 young kids. We really want to see the snow and stay some where nice where they can play, build snowmen and enjoy the snow. We are not necessarily keen on skiing or snowboarding but want to enjoy want to visit Jeju Island and enjoy Seoul, too.

It is difficult in Seoul to See real snow falling..have to see luck i guess.
But you will be able to See snow if you go to ski resort at the mountain. Since you are not keen in skiing, you May want to Visit This park in seoul, your kids can do snow sledding there as well. It's just beside one of the metro station.
