what is it like living in bel-air garden apartments in mangilao?

I am currently trying to find an apartment to rent and there might be availability at bel-air garden apartments. I have a few questions about the complex though. Is it safe there? Are the neighbors quiet or have there been any break-ins or other situations? Are there any problems with pests within the units? Are the buildings well-lit at night? How much do tenants usually pay for water and power in a one bedroom there? Answers to those questions and any other helpful comments would be appreciated!
