It seems the track Effect 1 somehow bound with the lower tracks. When I am resizing it, the other clips are being resized too. How to unbound them?

Check you routing. The input to the effect that you want to resize or reposition must not be connected to anything. With a title it should look like this.

You will find an extremely detailed explanation of this methodology in SETTING UP BLENDS AND TITLES IN TRANSITIONS. As the title of that post suggests, it's mainly based on the techniques for setting up blended transitions, but the same techniques apply when doing what you need to do.

"Check you routing" may sound simple, but for me it took some time to find where that routing is located. Currently, my routing (what is it?) looks like in the attached file, so Titles are not connected to anything, but still when I am resizing it, the underlying clips are being resized too. As of the guidance you gave me, I don't understand what it is about. I don't know the terminology - foreground, background, blended video, keyed video, etc., but most important thing is I can't see how it relates to my task.

As a starting point, this video tutorial explains video routing, Lightworks uses nodes, rather than layers. Ignore the layout, which is basically what is now the flexible layout. You can also find info in Chapter 11 of the Lightworks User Guide, which can be downloaded here: https://app.lwks.com/downloads/documentation

EDIT If you look at jwrl's routing you can see a transform (DVE) effect, this what you'll use to change the size.
