How is bizzaro in action comics and suicide squad dream team

In general, there is usually a Bizarro running around on the main Earth, and then a parallel universe where everybody is a Bizarro, and they could be different. But also could be taking place at sufficiently different times.

There are multiple bizarros im sure so it could be a different one.

Plus there was match who basically became bizarro.

There are, genuinely, two bizarros. The one who was in the Action Comics arc is the Bizarro from Bizarro World, a multiversal Earth where everything is Bizarro. The one in Suicide Squad is the one who's a failed clone of Superman.

But also generally books don't take place exactly at the same time as one another.
