A new mixed-use development, Texas Heritage Marketplace could be coming to the city of Katy pending city review.

The overview

At a May 13 Katy City Council meeting, council members gave the go-ahead for the city and Waller County to enter into a nonbinding memorandum of understanding to review plans, inspect and secure permitting for the Texas Heritage Marketplace located at the southeast corner of Texas Heritage Parkway and I-10.

The vision is to develop a 750,000-square-foot mixed-use retail and grocery-anchored development, according to the developer, NewQuest Properties’, website.

Community Impact reached out to NewQuest Properties to learn more about the project and the timeline, but they declined to comment at this time.


The background

The Texas Heritage Marketplace project was originally supposed to break ground in 2020 upon the completion of Texas Heritage Parkway, a 6.4-mile thoroughfare from I-10 to FM 1093, Community Impact reported. The parkway opened in August 2021.

The conditions

To eliminate extra work done by both the city and county, the memorandum gives the city of Katy responsibility for plan review, inspections and permitting for the development, while no additional responsibilities will be required by the county, according to agenda documents.


The plan also appoints the Brookshire-Katy Drainage District as the permitting entity for all drainage matters regarding the project, according to agenda documents.

The development will now undergo review and permitting approval by the city of Katy.
