reverend cecil williams. >> from the area's local news station, you're watching the kron. 4 morning news >> good morning and thanks for waking up with us monday morning. i'm darya and james, we are waking up this morning to some gray skies as you can see behind us here. the sun not quite as powerful as we at the club. the clouds are capped right over the bay those clouds. can they create a little block between us and the sunshine this morning for a lot of spots, including san jose worry, as you can see, it is a blanket of the low gray overhead. so that is affecting areas not just right along the coastline. we're seeing some poor visibility in the north bay in some spots along the bay shore, too. so just make sure that you're ready, especially for some dense fog along 101 and then highway one as well. by late morning, we're seeing more and more peeks of sunshine along the bay shore. but that fog remains pretty stubborn at the coast. is this onshore breeze isn't really letting up much today. that is going help to

moderate temperatures, though. so nothing too terribly hot in your forecast. not just today, but for much of the rest of the week, too. daytime highs today will eventually get into the 70's to 80's. as of right now, it's a lot of 50's out there. but the afternoon does come along with more sunshine. and as i mentioned, warm but not too terribly hot for most of us. give you more details as we go. michael thomas in for a this morning. the roads. hey, good morning, everyone. it's at the top of the 8 o'clock hour, which means everybody's out driving. >> and unfortunately, for those who are using southbound 8.80, will there is a car that is disabled in the middle of the highway. so keep that in mind. it's in fremont near stevenson boulevard. so if you're heading out that way, you may see some small delays. in addition to that, if you're using bart this morning, well, there is no green line service that is out and then over in the downtown berkeley station that is also closed because of maintenance. and lastly, union city and warm springs, those locations will actually need to use buses. so you're using any of those there. keep that

in mind because you will see delays. a live look at the bay bridge right now. you can see looks like a parking lot. 21 minute commute over into the city. those metering lights are on. but once you get past that it should be smooth sailing. a live look at san mateo bridge. 21 minute commute on to the peninsula. moving up north a bit. richmond, sandra fell bridge 13 minute commute. their lastly that golden gate bridge. still no sign this morning. lots of fog, but the 35 minute commute into the city teams and send it over to you. thank you, michael. >> all right. 802 is the time and happening today, a new chapter begins in oakland with the police department. the new chief takes over floyd mitchell and will be the police department's new chief. as of today in action covers will tran live in oakland with the details. >> it took more than a year to find oakland's new top cop in the meantime, the city has been in battle with the public perception that it cannot control its crime rate, that it's out of control and they need new leadership as far as

the oakland police department after mayor sheng thao abruptly fired their police chief leronne armstrong more than a year ago. now floyd mitchell comes to oakland from lubbock, texas. we do know that he will make his first public remarks at 10 15 this morning. he actually took over on saturday, but he never actually walked into the office. this will be his first monday on the job and he's already said his first 100 days will get to know the staff. oakland is dealing with crime rates that people think are out of control. despite the crime rates this year actually showing that crime is down 30%. this time from the same time last year. but they are struggling dealing with robberies that still remains sky high. now, as far as floyd mitchell, he will take the reins after mayor sheng thao fire little wrong. armstrong abruptly 13 months ago. armstrong is actually suing

the city of oakland for that saying it's wrongful termination. i can tell you it's not just the oakland police department that's in battled. it's also the city of oakland. you might recall last june missed out on millions of dollars given out by the by the state. all they had to do was apply for the money to try to fight retail crime. instead they miss that. so floyd mitchell has a lot of work ahead of him, but he will take the reins basically and officially at 10, 15 this morning when he will make those public comments that we will try to bring those public comments to you before the end of our 10 o'clock newscast. back to all right. thanks a lot. we'll check in with you later. >> time now is 805. and another big story that we're following this morning out of the east bay. a family now mourning the loss of a 5 year-old boy who drowned over the weekend. it happened in the back of a home on bethel island. kron four's jack moment has the story.

>> contra costa county first responders rushed to bethel island. reports of a 5 year-old drowned in bethel island. we had a young male drowned. >> landing over there. john sullivan, a neighbor says each of these homes has a dock news hitting close to his home. he says this tragedy was praying for you know, it didn't work out you're the rescuers did the best they could. neighbors tell us the boy was visiting relatives in the complex and fell off the dock in the back of the home. so neighbors say a drowning is really uncommon. some of them have been living here for years and say they've never seen anything like it. >> but they also said at the same time, water safety is at the top of mind spreading sand words of advice for people who have boats just like this one. i'm very sad about it. hearing about it that that breaks my darlene weaver has lived here for 3 years and says she's never heard of a drowning in this community until now. i'm not blaming the pairing, you shows. just don't think things so quickly, right? so

accidents happen. that's why they're caught in. this he is so important. weaver says her family are all experienced swimmers but make sure they all wear life vests. you know, we're in the get down here without investment has more. boaters are expected in the months to come. >> weaver says water safety to her. this person, you know, the delta. it's serious, you know, is that current that under current, we've had lots of friends that are not lots but several friends. >> that have succumb. so we don't we won't get out there without a vest. >> on bethel island, moment. kron 4 news. >> 807, is the time and one person was injured in a fire at a hotel in san francisco's russian hill neighborhood. our cameras were there. take a look. this happened at the broadway hotel and polk streets sunday morning. that fire forced residents to evacuate the building. firefighters say they were able to quickly put it out, but one victim did suffer minor injuries. no word on the cause just yet. they're

looking into that. meanwhile, in the east bay, a container of lithium batteries caught fire at the port of oakland. look at all that smoke. this was captured by the citizen app. and again, you can see firefighters were dealing with quite the fire and the smoke. this was yesterday afternoon. crews say they were able to get it under control in a fairly short time. but >> obviously for awhile we had all that smoke to deal with 807, right now. and it was graduation weekend at many colleges in the bay area over the weekend. and we have some highlights of what happened. there were. >> a jewish students that organized a rally on stanford's campus. this was yesterday that we saw this in the students say that they want to support the stanford mission of diversity. some of them say they feel pressured to keep quiet and can speak freely about what's going on in the world with the war in the middle east and some say they feel like they need to hide their faith because of the war between israel and hamas.

>> and this was the scene at cal as a graduate of the law school. there. >> waive the palestinian flag as she took the stage to receive her degree over the weekend. and then there was a protest the day before that on saturday during a main graduation ceremony, protesters have been camped out at cal on the campus now for nearly 3 weeks. >> new video shows the moment the teenagers from the east bay were shot at while practicing or proper participating in a row in competition in west sacramento. so this happened during a race along the sacramento river when somebody fired at least 3 shots at the oakland strokes, rowing club. watch. you can see the water there just over the heads of the rowers sort of kicked up as the bullet entered the water. the father of one of the 15 year-old rower says obviously this was terrifying. >> was pretty shocked. i think all of us were. it's it's fine. it maybe 10 feet. it could have been closer. could have been a little bit further away, but it was too close.

>> nobody was hurt. thankfully, police are still looking for whoever fired those bullets. happening this week, david de pap the man convicted of attacking paul pelosi is set to be sentenced on friday. federal prosecutors are asking a judge for a 40 year prison sentence. the path was convicted last year of attempted kidnapping of a federal official and assault. that attack as you may remember, happened during october of 2022. all caught on not only security camera footage from the building, but on police body camera footage as well. that's what you see here. david de pap admitted during trial that he broke into the pelosi home with the full intent of holding nancy pelosi hostage. as we get more this friday about his sentencing reported to you. >> time now is 809. and san mateo county officials are applauding a block, attempt to block 18 t's plan to end landline service in the area on friday. acp, you see administrative law. judge rejected tnt's plan to

withdraw as a carrier of last resort. that means that they would have to continue to provide access to basic telephone service to anyone who requests it in the service area. the cpu see still has to vote on whether to accept the judge's decision and that vote will happen next month. today, the california parks and cal fire start a prescribed burn at mount diablo state park. so you may notice that it's going to be active bernon mitchell canyon in that area. >> until june 7th, this will be going on these prescribed burns. they always depend on the weather and the air conditions because they would never want to do this of those, you know, really super windy, super hot. there is a high fire danger. they feel that now is the time and we'll keep you posted on how that continues, ok? still ahead on the kron, 4 morning news, we're going to hear from an east bay restaurant owner who struggling to stay afloat. >> following multiple break-ins, we'll have the story and many people have

than yesterday was. we're starting with a whole lot of fog this morning. there's your blanket of low gray that is pushed in across the bay area this morning. we're seeing in from the north bay, san pablo bay, even down towards san jose. further inland areas. you are starting off bright, but most of us can they get that blanket overhead as we work our way into the afternoon today, we will see nice sunshine. in fact, by late morning, most of us already tapping into it. coastal areas hugged by that fog for a lot of the day. your typical for a lot of spots as we move into tonight, we will start to see fog making its return streaming through the san bruno gap over san francisco, the golden gate bridge and making its way back into the bay. setting us up for yet another foggy start tomorrow. as for today's daytime highs, we are going to be looking at a comfortable one. definitely brisket the coast. so bring the jackets out there. as i mentioned, hugged by fog at the coast while 60's to 70's along the bay shore today. and then 70's to 80's for inland areas. san jose, 80 degrees. same for you in livermore. well, hayward,

los 70's for you. some 60's from oakland up to richmond, our warmest spot today, vacaville for this to him and at eighty-four degrees today, santa rosa at 77. tomorrow's temperatures identical to today's. for the most part we get the morning fog the afternoon peeks of sunshine. kinda love that it doesn't get too terribly hot this forecast. although those mid 80's inland, we'll be on the warmer side for a few of us. michael. all right. thanks, john. and good morning, everyone. it is 8.16 taking a look at the roads right now. >> there was a broke there we go. there's a broken down car on southbound 8.80, at steven sims boulevard and it was in fremont. it just got cleared out. but we're still seeing those residual delays. so keep that in mind. if you're heading towards the south and you're using 8.80, taking a look at bart right now. we are seeing some delays and closures. no green line this morning over at the downtown berkeley. that station is closed because of maintenance and those who are using union city or warm springs stations, will you actually going to be

diverted over to a bus because they're doing maintenance there. taking a look at some drive times this morning. those little bit more inland heading out this morning, livermore to dublin, 60 minutes, dublin to fremont. 23 minutes. san leandro to milpitas. 45 minutes milpitas to sunnyvale. 8 minutes taking a look again 20 minute delay over at the various a line that we talked about earlier this morning. so just keep that in mind. if you are heading out, taking a look at the antioch area, 30 minute commute from antioeh to concord, not too bad. you're using westbound 80 crockett to the maze. it's a total of a 32 minute commute. once you get to that bay bridge right now, it's 15 minutes into the city, but you're going to be stopping go over at the toll plaza because as metering lights are on, james and ariel, send it back to you. >> thanks. a lot of tate, 18 and more than 2000 marijuana plants and 100 pounds of pot. >> was seized. you can see the grow operation here in santa clara county. they carried out a raid last week with a special unit of the santa clara county sheriff's office.

they had focused on this operation for months and in total arrested 4 people and look also discovered 2 guns. >> well, this weekend, women interested in a career in fire service can attend a free boot camp in san jose non-binary gender nonconforming. a trans women are also included. the event will take place from 09:00am to 2 in the afternoon this saturday at the san jose fire training center on center road. there will be demonstrations of firefighting equipment, a 90 minute circuit training workout attendance is limited to just 75. so it's necessary to register. if you want to attend. this is the 5th year the fire department has hosted this event. more details are available on the department website. if you're interested. city of santa clara is considering a bond that will cover millions in infrastructure upgrades for the november ballot. the city says that bond will help tackle more than 624 million dollars of infrastructure deficits. that money will go

towards public services like repairs of storm drains along with roads and sewer systems. city officials say some city fire stations are 55 years old and needs some critical repairs. one council member says the transparency through the bonn process is important. so residents know just exactly where that money is being spent. >> it's 8.19, and there are new numbers now on who stayed in california in the bay area who left the california department of finance has a demographic research unit and they found that overall. we've lost 200,000 people since 2020 that have moved out of california. then when it comes to who is here, the most populous places, santa clara county. now they have 1.9 million people living in the south bay, alameda and contra costa county among the top 3 for populations in the bay area. crawford talked to a spokesperson the department of finance and they say that a lot of shifting of the population has to do with the

shifting price of housing and being able to work from home. >> are people willing to commute distances of those part points? i think it's even more attractive now that individuals may not have to commute every single day of the week where, you know comes to. have you make that longer commute? only once or twice, maybe 3 times week. >> san francisco is the 4th most populated county with an overall number of about 840,000 residents. and when it comes california's economy, it seems that we're leaving young people behind, according to the public policy institute of california study of 2022 where they found one in 10 californians between the ages of 16 24. we're not in school or working or looking for a job in the majority were young men. the state has spent more than 3 billion dollars on career education programs in the high schools since 2015. the study says it's actually residential segregation. that makes it difficult for young people to access opportunities

and it doesn't help that the cost of college just keeps going up in our state. the state is expanding on dual enrollment programs that allow high school students to take college classes while they're in high school to make college more attainable and and get those major credit out of the way. >> well, today, the san francisco public library kick off a series of events for san francisco tech week. it's all set to start at 10, 30 this morning with digital passport. bingo, though, played out on the 5th floor, learning studio next up at 01:00pm, a seminar called detecting ai-generated content. there's a lot of that going around and at 02:00pm. they'll also have a photo walk at golden gate park. it will be held in both cantonese and mandarin out of the san francisco botanical gardens. and then at 4 o'clock this afternoon, they'll have a program called zoom basics back at the library in the compu er training center on the 5th floor. >> it's a 22 and for your health on average, you need to spend 67 minutes outside every day in order to feel

>> alameda county district attorney pamela price is taking on major car insurance companies, including progressive and she has filed a lawsuit that says the insurance insurance company has been working with software developers to undervalue cars that are totaled. you know, in a wreck, da price filed a 69 page civil complaint accusing the companies of using the software to low ball. the settlement offers to customers that have totaled out cars. and she says that these companies are rigging the system and her office is working to level the playing field. >> well, tesla says he's now

finding spent well over half a billion dollars to expand and upgrade its electric vehicle charging network this year. ceo elon musk says the automaker will focus on expanding existing sites adding more charging stations up grading the charges that are there. meanwhile, oil giant bp is reportedly eyeing tesla's charging sites as it looks to expand its own network. in the north bay. the city of fairfield is holding its biannual junk in the trunk garage sale this weekend. the event will take place at laurel creek community park from 9 in the morning to one in the afternoon. and yes, participants do sell items from their cars, trucks. the event is free to the public, though there is a fee to sell items. that cost is $30 for 2 parking spots are 55 for 3 more information can be found on the city's website. >> don't think cecil and conn. and we will always be together.

94 co-founded the glide church with his late wife and he was devoted to activism. kron 4. sarah stinson has more. >> 800 people packed into the sanctuary at glide memorial church in san francisco sunday to honor the life of reverend cecil williams looked around at all the people here, overflow people, the sanctuary. this is 11 feet right the he passed away on april 22nd in his home. his daughter kimberly shared what he was like in his final hours. i want everyone to know she was radiant and full of and like that day for more than 60 years, the reverend fought for civil rights and champion of the lgbtq+ community. whether that the people living on the street or notable politicians like congresswoman barbara lee. >> sat right over there in 3rd probably the 3rd sing and every sunday. reverend

williams helped me through some very challenging, very challenging personal times as well as former san francisco mayor willie brown, vice president kamala harris and political activists, professor angela davis. >> those who under >> until lgbt community. >> political activists like myself, williams first came to san francisco's tenderloin neighborhood in 1963. to help run glide, church and glide foundation. quickly after he made the brave decision to make the church inclusive to all. >> when he stood up for folks in the lgbtq community to get rid of the stigma. and this city that did not embrace this community williams and his late wife, janice america, tony, expanded glide to become

see back. it was an area that they were guarding some other buildings because the embers that are flying around this could be seen from several blocks away. all of the smoke and it broke out. appears in the central courtyard and then it went towards the back of the building. the firefighters were able to put it out and save the other buildings and nobody was hurt. >> but to people who claim they were interested in buying a used pick-up truck are now facing several gun and drug charges. it happened in livermore. police say they received a call from a woman who had posted her truck for sale. and after midnight on wednesday, she called police because she was concerned about a prospective buyer who insisted on looking at a pickup truck late at night. so police arrived. they found that potential buyer and another person sitting in a car park near the woman's home. the officers approached the to talk to them and then searched the vehicle. and what's on the screen is what they found inside money, meth, heroin, a gun. both of those
