      AFWERX seeks to hire a senior-level DO-1101-03, Acquisition Program Manager, in the AFWERX Capital Initiative Division (AFRL/RGI)

      • AFWERX is looking for a data-driven leader to serve as the Due Diligence Program Lead of the Capital Initiatives Division (AFRL/RGI).  As the AFWERX's Due Diligence Program Lead, you will be responsible for leading a small team of civilian and contractor data analysts, financial analysts, and program managers to ensure the successful execution of due diligence activities mandated by the SBIR and STTR Expansion Act of 2022 (PL 117-183). This role requires a broad set of expertise to include, but not limited to, program management, open source analysis, and strong technical skills to include SQL and other data query languages, data visualization tools such as Looker Studio and Tableau, as well as proficiency in computer programming (R and Python). Additionally, a strong understanding of domestic and foreign financial markets, private investments, and corporate governance is required. 

      • The Program Lead will play a pivotal role in overseeing day-to-day operations, engaging with key stakeholders, managing robotic process automation implementations, and handling data requests from Congressional and Office of the Secretary of Defense (OSD) levels. Additionally, the Program Lead will play a pivotal and significant role in shaping the direction of the program by close coordination and collaboration with divisional leadership in all matters pertaining to the program - from budget and personnel to tools, vendors, and data licensing.

      • As such, an ideal candidate will have the technical skill set, practical experience, and knowledge to not only lead the program, but take on individual projects and week-to-week tasks first hand. No priori military of government

       

      Key Responsibilities:

      Team Leadership and Management: 

      • Lead and manage a team of three analysts and program managers, providing guidance, mentorship, and support to ensure the team's success in executing due diligence tasks.
      • Foster a collaborative and productive work environment, encouraging innovation and continuous improvement within the team.

      Due Diligence Program Execution:

      • Oversee the week-to-week execution of the due diligence program, ensuring adherence to established procedures and timelines.
      • Monitor and assess the effectiveness of due diligence activities, implementing adjustments as necessary to enhance efficiency and accuracy.

      Stakeholder Engagement:

      • Act as the primary point of contact for key stakeholders, including government agencies, contractors, and other relevant entities.
      • Collaborate with stakeholders to gather requirements, address concerns, and ensure alignment with program objectives.

      Robotic Process Automation (RPA) Oversight:

      • Provide oversight and guidance on the implementation of robotic process automation solutions to streamline due diligence processes.
      • Work closely with technical teams to identify opportunities for automation and optimization, driving efficiency gains across the program.

      Data Management and Analysis:

      • Utilize advanced technical skills, including SQL and data visualization tools, to analyze and interpret complex datasets.
      • Generate actionable insights and reports to support decision-making and inform program strategies.

      Compliance and Reporting:

      • Ensure compliance with relevant laws, regulations, and policies governing due diligence activities.
      • Prepare and submit reports to Congressional and OSD-level stakeholders in accordance with established requirements and deadlines.

      Pay Range: $101,420 - $143,324 base salary without locality. The locality will be determined based on the selected candidates' location.

  • Required Qualifications:
      • US Citizen
      • Ability to obtain and maintain a Special Sensitive security clearance
      • This is a drug testing designated position. Incumbent will be subject to random drug testing
      • Applicants must have at least (1) one year of specialized experience at the next lower grade level, DR/DO-02, GS-13 or equivalent in other pay systems. Experience gained in non-federal positions will also be reviewed for specialized experience.
      • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The incumbent must meet or be capable of achieving acquisition certification within the allowed grace period. Applicants must list all completed APDP certifications on their resume.

  • Desired Qualifications:
      • Bachelor's degree in a relevant field; advanced degree preferred.
      • Extensive experience in program management, preferably in a government or defense-related context.
      • Proficiency in Open Source Intelligence (OSINT) methodologies and tools.
      • Strong technical skills, including SQL, data visualization (e.g., Looker Studio, Tableau), and computer programming. Familiarity with Google Cloud Platform and Big Query.
      • Track record of leading analytics initiatives to deliver production data pipelines in a cloud environment, experience with SQL or other query language.
      • Excellent leadership and team management abilities, with a track record of successfully leading diverse teams to achieve objectives.
      • Exceptional communication skills, both written and verbal, with the ability to effectively engage and influence stakeholders at all levels of scale utilizing dashboards, automations, and applications like Smartsheets, Salesforce, or other collaboration and CRM tools. Hatred of email and PowerPoint is highly desirable.
      • Strong analytical and problem-solving skills, with a keen attention to detail and a commitment to delivering high-quality results.
      • Experience with robotic process automation (RPA) and familiarity with relevant automation tools are preferred.
