It's something Todd Howard, an employee at Bethesda, said during this years E3. I'm not 100% on the context. Mr. Howard is currently working on Fallout 4. He has a reputation of promising huge things that are eventually cut from the final product.

I come from the future to say that starfield has been released and this comment just works until today

I come from your future, specifically. Wtf you talking about. Starfield is awesome.

I come from even further in the future and the first guy had it right, Starfield is middling at best.

I mean, he's absolutely right, as long as "it just works" refers to the process of Bethesda making money.

It just works... we don't know why it works, but it does. They just keep making money.

"It just works" in this case is probably referring to a statement made by Todd Howard about some mechanics in Fallout 4. I can't seem to find the specific context for the sentence other than an E3 2015 presentation. So when the user above the one you linked calls another user Todd, he replies with a Todd quote.

It is in reference to Tom Howard's presentation at E3 this year for Fallout 4, specifically the way you can create weapons from junk. He said the system "just works" and so now the Fallout community quotes it as a way of having fun with his presentation.

I don't know about the fallout/Todd meme itself, but there could be a connection to JoJo's Bizarre Adventure.

The main antagonist to one of the parts has a power called "King Crimson," that was poorly explained by bad fan translations.

Roughly, the power allows the guy to see 10 seconds into the future and then delete that much time, which erases cause and effect in the interim and leaves a gap in everyone's memory except the user of the power (ie bullets shot at him will be behind him without actually having hit him since the effect of him getting shot is erased).

It's confusing even with a better translation, so using the phrase "it just works" is a well known meme.
