Go to start - settings - network and internet - mobile hotspot.
If you can't do it in there then make sure your card is not actually disabled.
To do that right click start\windows button and select network connections.
Click Change Adapter Options.
Make sure your card is not showing disabled.
If it is right click and select enable.
