Leadership Team

As Chief Equity Officer, Sadye Campoamor works to closely with teams across the Comptroller’s office to bring an equity lens to its oversight, finance, and accountability work by deploying all the tools of the office to hold City agencies accountable to racial and gender equity goals, and to align the office’s core functions & responsibilities with its equity agenda. She serves at the Comptroller’s appointee to the NYC Commission on Racial Equity.

Sadye L. Campoamor is a El Salvadoran born and NYC bred - proud public servant, community organizer, facilitator, policy expert, and public-school parent. She most recently served as Executive Director for Family and Community Empowerment at the New York City Department of Education. Sadye believes that when institutionally marginalized families and communities are at the center of public policy making that our entire City is better for it.

Sadye began her career as an after-school teacher in Harlem. She worked with former Mayor Bill de Blasio's team since 2009 and in January 2014 joined the NYC Department of Education where she served for 8 years in various roles. She’s particularly proud of the hundreds of community conversations she’s facilitated on public school transformation, school integration and racial equity.

Sadye is a NYC public school graduate; she lives with her family in Manhattan. She received her BA from Oberlin College.

As Deputy Comptroller for Public Affairs, Ricky oversees the bureau that is the primary liaison between the Comptroller’s office and the public, mayoral agencies, and federal, state and local authorities. Public Affairs leads strategic organizing and community engagement efforts for the office, including cultural events and other participatory aspects of the Comptroller’s work. The bureau also houses the Community Action Center, which provides assistance to New Yorkers with complaints about inadequate and/or ineffective programs and services.

Prior to joining Brad Lander’s victorious campaign for Comptroller, Ricky served as Assistant Vice President for Government & Community Relations at the New York City Economic Development Corporation. Before that, he worked in a number of roles across the Mayor’s Office, finally as Assistant Commissioner in the Community Affairs Unit.

Ricky is a graduate of Binghamton University (SUNY), and resident of Flatbush with his wife & daughter. He serves as a member of the Flatbush Cats board of directors, as well as the Little Caribbean Advisory Board.

As Deputy Comptroller for Contracts and Procurement, Charlette Hamamgian oversees the review of all contracts, contract amendments, leases and concessions between City agencies and vendors to determine whether the agreements should be registered.

Ms. Hamamgian previously served as the Senior Executive Director for Contracts and Purchasing for the New York City Department of Education (“DOE”). In that capacity, she developed and implemented the procurement policy and strategy and managed the procurement services and contract compliance for the largest school system in the nation, supported by an annual spend budget of approximately $6 billion. Prior to joining DOE, Charlette served as the Agency Chief Contracting Officer (“ACCO”) for the New York City Departments of Design and Construction and Parks and Recreation, Capital division. In those roles, she oversaw all procurement-related activities for the Agencies including managing the Capital Budget while at the Parks Department. Before those roles, Charlette was the Vice President of Contracts at the New York City Economic Development Corporation where she directed and managed the entire portfolio of NYCEDC procurements, as well as the contracting activities of all NYCEDC affiliated entities, including the New York City Industrial Development Agency.

Charlette is a graduate of New York University where she majored in Politics and Art History. Charlette earned her J.D. from St. John’s University School of Law and is admitted to practice law in New York and Connecticut.

Deputy Comptroller for Audits Maura Hayes-Chaffe oversees the bureau that conducts audits and investigations into City-funded operations to bring accountability, efficiency, and oversight to make government work better. 

Prior to joining the Comptroller’s Office, Ms. Hayes-Chaffe served as Executive Director of Audit and Compliance Services for the NYC Department of Citywide Administrative Services, Assistant Deputy Commissioner for Audit Services and Assistant Deputy Commissioner for Medicaid Provider Investigations and Audit at the NYC Department of Social Services. Prior to working in Audit services, she was a senior attorney of hearings and litigation at the NYS Office of the Medicaid Inspector General and staff attorney on HIV & AIDS Law Consortium for the Legal Aid Society of Northeastern New York. 

Hayes-Chaffe graduated with a BA from McGill University in Montreal and a Masters of Law and Legal Practice from the University of Technology, Sydney. She is admitted to the Bar in New York and New South Wales, Australia as well as a member of the Institute of Internal Audit. 

As Chief Strategy Officer, Alison Hirsh serves as the Comptroller's representative to NYC's five pension funds and leads the Comptroller's office's labor policy initiatives.

Hirsh brings two decades of experience fighting for working families in labor, advocacy and government. Prior to joining the Comptroller’s Office, she served as Senior Advisor for Strategic Initiatives for Mayor Bill de Blasio and Senior Advisor to Maya Wiley’s campaign for Mayor. Before that, she spent 12 years at 32BJ SEIU, most recently as Vice President and Political Director. She led and organized campaigns up and down the East Coast including the Fight for $15, Airport Workers organizing, Fair Workweek legislation and prevailing wage protections. Hirsh formerly served as Policy & Legislative Director for the New York League of Conservation Voters, and Chief of Staff in the New York State Assembly.

Hirsh was raised in Baltimore, MD, and has a degree in Religion from Columbia University. She sits on the board of CoroNYC, a civic engagement and leadership organization in NYC.

As Deputy Comptroller for Policy, Annie Levers is responsible for the development of the Comptroller’s public policy agenda. Working in close partnership with the bureaus of the office, Annie leads the office’s policy team and advises the Comptroller on policies to help secure a thriving future for all New Yorkers and build a more just, equitable, accessible, and resilient City.

Prior to joining the New York City Comptroller’s office, Annie served as Director of Policy and Budget to Council Member Lander and later as Assistant Deputy Director of the Office of Strategic Initiatives at the New York City Council. At the Council, Annie advanced Council Member Lander’s policy agenda to ban single-use plastic bags and styrofoam, expand the City’s Certificate of No (tenant) Harassment (CONH) program, establish the Office of Civic Engagement, desegregate our City’s schools and neighborhoods, reform the City’s capital projects management systems, install air conditioners in every NYC classroom, require a Fair Work Week for fast food and retail workers, raise the floor for gig workers, and prohibit late- and non-payment to freelance workers through the Freelance Isn’t Free Act, among other priorities.

In her capacity as Assistant Deputy Director of the Office of Strategic Initiatives, Annie spearheaded the Council’s public policy agenda around public transportation including the Streets Master Plan and Open Streets Program and was one of the primary authors of the Council’s 2020 Planning Together report on comprehensive planning which proposed an overhaul of New York City’s long-term budget, policy, and land use planning processes.

Prior to joining the New York City Council Council, Annie worked in the non-profit and private sectors as a researcher, program manager, and consultant. Annie graduated from Pratt Institute in 2016 with an M.S. in City and Regional Planning where she focused on community planning, industrial retention, and economic development. Annie is a 2010 Ithaca College alum with a B.A. in Anthropology and a minor in Religious Studies.

As Chief Investment Officer and Deputy Comptroller for Asset Management, Steven Meier, oversees the five pension systems that compose the New York City retirement systems.

Mr. Meier brings over 40 years of experience in both the public and private sectors, previously serving as Assistant Treasurer and Interim Chief Investment Officer for the Connecticut Office of the State Treasurer Shawn T. Wooden, overseeing the investments of Connecticut’s $40 billion public pension system and its ESG initiatives. Before joining the Connecticut state treasurer’s office, Meier spent more than a decade at State Street Global Advisors, where he rose to Executive Vice President and Chief Investment Officer for Global Fixed Income, Currency, and Cash Management, overseeing over $900 billion in assets.

Prior to his time at State Street, he worked at Credit Suisse as Director, Global Head of Fixed Income & Money Market Electronic Trading and Senior Trader in the Global Financing Group at Credit Suisse. His experience also includes roles at Oppenheimer Capital, Merrill Lynch Capital Markets, and Irving Trust Company.

Meier is a CFA Charter Holder and certified Financial Risk Manager. He holds an MBA from Indiana University’s Kelly School of Business and a BBA from Hofstra University’s Zarb School of Business.

As Deputy Comptroller for Public Finance, Jay Olson leads all aspects of City borrowing for the Comptroller’s Office including bond issuances, debt policy, and improving the City’s financial position by establishing and enforcing fiscally responsible borrowing practices and identifying savings opportunities.

Olson is a seasoned municipal finance professional with over two decades of experience in the City’s municipal finance market. He most recently served as Senior Assistant Director at the New York City Office of Management and Budget (OMB). During his tenure at OMB, Olson was responsible for managing the City’s bond issuances, debt service budget, and a variety of financing authorities and corporations with the Office.

He served as treasurer for several debt issuers within OMB including the New York City Transitional Finance Authority (TFA) and Hudson Yards Infrastructure Corporation (HYIC). Olson holds an MPA from the Harvard Kennedy School of Government, and MBA in Finance from The University of Texas and a BA from Northwestern University.

Deputy Comptroller for Budget Krista Olson leads the team that provides independent oversight and economic analysis of New York City’s budget and financial planning. A finance executive with two decades of experience in the public sector, she brings a strong attention to financial management, analysis, and oversight to the Comptroller’s Office. 

Ms. Olson spent seventeen years at NYC Health + Hospitals in various leadership capacities, including Deputy Budget Director, North Brooklyn Health Network, Director of Healthcare Planning in the Office of Managed Care, and culminating as Senior Assistant Vice President of Financial Planning and Analysis. Before NYC Health + Hospitals, she was the Director of Quality Assurance in the Division of Adult Services for NYC Department of Homeless Services and Senior Budget Analyst for the NYC Office of Management and Budget.

Olson graduated Magna Cum Laude from Cornell University and earned a Masters of Public Policy from University of Michigan’s Institute of Public Policy Studies. 

As Deputy Comptroller for Accountancy, Jacqueline Thompson is responsible for overseeing all functions of the Bureau of Accountancy. This includes, but is not limited to: producing the City’s Annual Comprehensive Financial Report (ACFR), overseeing the Citywide financial statement and single audits, ensuring accuracy with respect to the financial reporting of City agency’s expense and revenue accounting, reconciling more than 100 City bank accounts, servicing the City’s general obligation debt, validating vendors who want to do business with the City and maintaining this data in the City’s Financial Management System (FMS), and providing accounting guidance for Citywide implementation of standards promulgated by the Governmental Accounting Standards Board, and provide accounting support for the City’s five main pension plans.

Previously Ms. Thompson held several other leadership positions in the Bureau of Accountancy including Division Chief, Deputy Bureau Chief, and then Bureau Chief. Ms. Thompson also served in the Comptroller’s Audit Bureau as a Staff Auditor and then Audit Supervisor.

A graduate of Baruch College, Ms. Thompson holds a BBA in Accounting and is a Certified Government Financial Manager (CGFM), Certified Internal Auditor (CIA) and a Certified Fraud Examiner (CFE).

As Deputy Comptroller for Administration, Erin Villari is responsible for management of the agency’s expense and capital budgets, human resources, labor relations, procurement services, information systems, accounts payable, space management, facilities, and other auxiliary services.

Ms. Villari joins the Comptroller’s Office from the Mayor’s Office of Contract Services (MOCS), where she most recently served as Chief Strategy Officer. Before joining MOCS, Ms. Villari served as the Executive Deputy Commissioner of Finance in the New York City Department of Social Services and held multiple positions in her tenure at the Department of Homeless Services. Prior to joining city administration, Ms. Villari, a Teach for America corps member, worked as a New York City public school teacher and directed school-age and preschool children's programs at a non-profit community center in Portland, Oregon.

Ms. Villari is a graduate of Columbia University’s School of International and Public Affairs, where she received her MPA with a focus in Public Finance. She received a BA with highest honors in American and Women’s Studies from the University of Virginia.

As Chief Climate Officer, Louise Yeung leads the office’s efforts to confront the climate crisis and support a just transition to a clean energy future for New York City. Ms. Yeung works to align the office’s core functions and internal operations with climate goals, including tracking the City’s progress implementing climate commitments, driving climate action and investments in the private sector, and bringing a climate justice lens to the City’s budget, balance sheet, and infrastructure.

Previously, Yeung served as Director of Resiliency at the NYC Department of Transportation, where she developed resilient design standards for the city’s roads, bridges, and tunnels, and as Vice President of Energy at the NYC Economic Development Corporation, where she created and led a new portfolio to increase renewable energy and reduce emissions for 62 million square feet of city assets. She also led the Food Supply Chain Task Force to address food security as part of the NYC COVID-19 emergency response.  

Yeung graduated Summa Cum Laude from George Washington University with a BA in International Affairs, and received a Masters in City Planning from Massachusetts Institute of Technology.

As Deputy Comptroller for Communications and Strategic Initiatives, Blake oversees the day-to-day operations of media, digital, and visual communications across platforms and an extensive portfolio of initiatives designed to help government deliver in all five boroughs for the Office of the New York City Comptroller.

A veteran of New York government and politics, Zeff led communications for U.S. Senator Charles Schumer, served as Communications Director for the New York State Democratic Party and represented the Obama for America campaign as New York State Communications Director. Zeff also served as Director of Communications and Policy for the Office of the New York Attorney General, where he helped found the Conviction Review Unit, the first statewide effort by a law enforcement agency to address wrongful convictions.

Zeff also has deep experience in journalism as a columnist and editor at Salon, as well as additional bylines in numerous publications such as GQ, Vice, Buzzfeed, The New York Daily News and Politico. For MSNBC, he directed the critically acclaimed documentary, Loan Wolves, on the student debt crisis and has served as an on-air commentator and guest host. He is a graduate of Brown University.

As Deputy Chief of Staff, Lily Zhou manages the executive office of the Comptroller’s Office, and works with staff throughout the agency to manage special initiatives and office priorities.

Lily has a background in nonprofit and arts administration, and has held a number of roles within the art world, most recently in the Executive Office of the Whitney Museum of American Art. Prior to joining the Comptroller’s Office, Lily worked on Brad Lander’s successful campaign for Comptroller in 2021.

Lily graduated from Williams College with a B.A. in Political Science.
